Construction industry as the driving force for the development of domestic industry has been taking charge of one aspect in the national economic growth and contributing to the construction of industrial facilities and the expansion of national infrastructure. Along with the national development, domestic construction industry also went through the process of quantitative and qualitative growth and achieved remarkable growth and accomplishments. However, due to the recent national economic slowdown and the downscale of construction market, construction industry faces the biggest crisis both home and aborad since IMF crisis. To reestablish the depressed construction market, it is necessary to find the solutions in various areas including the civil engineering projects and urban regeneration projects in public sector, and overseas plants as well as developing projects. Construction Management (CM) system introduced in December 1996 has many difficulties to be expanded across the industry, because of its poor performance in public sector, compared to private sector. Of course, there have been many studies and efforts for activating CM system, but, above all, it is needed to enhance the awareness of CM and improve the related regulations and institutions. Thus, this study, based on the precedent studies about the activation of Construction Management, suggests the improvement plans for related regulations and institutions, and educational system. These improvement plans are expected to activate the Construction Management and strengthen the competitiveness for overseas projects in the future.
