본 논문은 비교사회정책의 일환으로 멕시코의 사회복지개혁을 연금, 의료, 그리고 공적부조를 중심으로 소개하고 그 의미를 탐구하는 데 목적을 두고 있다. 멕시코는 1980년대 경제 안정화와 구조조정 과정에서 신자유주의에 입각해 축소지향의 최소 복지국가를 지향했다. 그러나, 신자유주의 경제개혁은 빈곤과 불평등의 확대를 낳았고, 멕시코의 성장잠재력을 저하시키는 원인으로 지적되기 시작한 1990년대 들어서는 소위 사회 자유주의(social liberalism)라는 이념하에 사회보장체제의 전면적 개혁이 이루어지고 있다. 두 가지 방향인데, 첫째, 도시의 공식부문에 종사하며 안정적인 직장을 가지고 있는 중산층 노동자에게는 과거 민중주의적 정치논리가 아닌 시장원리에 입각한 사회보험을 적용하고, 둘째, 인적자원 보호차원에서 빈곤층을 형성하는 비공식 부문 노동자와 낙후지역 거주자에게는 대상집단을 명확히 하는 ‘선택과 집중 전략’에 따라 공적부조를 확대하고 있는 것이다. 비록 잔여적 복지의 틀에서 크게 벗어나고 있지는 못하나, 신자유주의 경제개혁의 선두주자인 멕시코의 최근 사회복지 개혁은 규제자(regulator)로서 그리고 재원부담자(financier)로서 국가의 역할이 강화되고 있는 점에 주목할 필요가 있다. 축소지향의 신자유주의 사회복지 패러다임의 한계를 반증하고 있는 사례이기 때문이다.This study aims to introduce recent social welfare reforms in Mexico in the context of structural adjustment, with particular attention to pension, health, and public assistance programs. In the 1980s, the Mexican government sought a minimalist welfare state as a necessary condition for stabilization and structural adjustment in the wake of the 1982 debt crisis. The neoliberal economic reforms have, however, resulted in growing poverty and income inequality. Realizing the negative impact of rising poverty and inequality on the growth potential of the Mexican economy, the government began to carry out social welfare reforms in 1990s. First, social insurance systems for organized labor were rationalized in line with the market mechanism, notably in the pension system. Second, targeted public assistances were offered to the needy in underdeveloped areas so as to protect and maintain human capital of the poor. Although the reformed Mexican welfare systems still remain residual, it should be noted that the role of the state is strengthened as both regulator and financier, even in a country where comprehensive neoliberal economic reforms are underway. The Mexican case strongly suggests that the neoliberal idea of a minimalist welfare state has a weak empirical basis.
