본 연구의 목적은 동남아시아 국가들 중 민주화를 이룩한 필리핀, 태국, 인도네시아의 선거제도 변화과정과 민주화 이후 이들 국가들이 추진하여 온 선거개혁의 내용들을 살펴봄으로써 선거제도와 민주주의 사이의 관계를 고찰하는 것이다. 이를 위하여 본 연구는 민주주의의 기본 원리에 입각한 선거제도의 ‘경쟁성(competitiveness)’과 ‘공정성(fairness)’ 개념을 통하여 각 국가들의 선거제도 변화과정을 검토하였으며, 민주화 이후 이들 국가들에서 진행되어 온 선거개혁의 내용들을 포괄적으로 비교하였다.
연구 결과 이들 세 국가들의 선거제도는 민주화 이전까지 경쟁성과 공정성의 차원에서 모두 미약한 수준을 표출하였으나, 민주화 이후 경쟁성을 회복하고 공정성의 수준을 향상시키는 방향으로 선거개혁이 추진되고 있다는 사실을 알 수 있었다. 또한 민주화 이후 이들 국가들의 선거개혁은 공통적으로 선거제도의 경쟁성과 공정성을 복원하고 증진시키는 방향으로 전개되고 있으나, 보다 세부적인 내용에서는 그들 국가들의 정치사적 경험에 입각하여 선거과정에서 나타나는 제반 문제점들을 해결하기 위한 제도적 처방을 달리 하고 있다는 사실을 알 수 있었다.The purpose of this paper is to review the changes of electoral system and the electoral reforms after democratization in the Philippines, Thailand, and Indonesia, and to compare similarities and differences of electoral reforms after democratization in each country. In particular, this study introduces the concept of ‘competitiveness’ and ‘fairness’ of electoral system. Based on these concepts, it also analyzes the changing process and the contexts of electoral reforms.
This paper proposes that each country has experienced various changes of electoral system, and they similarly tried to elevate its competitiveness and the fairness by electoral reform after democratization. But the method of electoral reform is somewhat different in each country. The Philippines emphasized the competitiveness of electoral system by adopting the party list system and the guest candidate system. Thailand and Indonesia also improved the basic competitiveness of electoral system, and for the stability of party politics, limited the participation of non-partisan candidate in electoral process. Thailand made the distribution threshold of parliamentary seat in the party list system. Indonesia limited small parties, which received only small number of votes, to participate in next elections.
