우리나라를 포함한 해외 주요국의 전력산업 구조개혁은 전력산업에 대한 규제완화와 자유화를 바탕으로 경쟁을 촉진하여 효율성을 높이고 가격을 적정한 수준으로 유지하는 방향으로 추진되어 왔다. 전력산업의 규제완화와 자유화는 기존 전력회사 또는 분할된 전력회사의 경쟁력을 강화하기 위한 대응전략으로 다른 전력회사 혹은 가스회사들을 인수?합병하는 등의 경영구조에도 변화를 가져왔다.
세계 전력시장과 전력회사들의 구조조정 추세에 따라 우리나라 전력산업의 생산성을 제고하기 위해서는 현 생산성 수준의 변화를 측정하고, 생산성 결정 요인들에 대한 분석이 우선될 필요가 있다. 이에 따라 10개국의 전력회사 자료를 바탕으로 DEA의 분석방법을 이용하여 우리나라 전력산업의 생산성 변화를 추정한 결과 1995년 이후 지속적으로 효율성이 개선되어 2000년부터는 분석대상 국가들에 비해 상대적으로 효율적인 수준에 도달하였다. 우리나라의 경우 전력산업의 생산성 성과는 주로 기술진보의 개선보다는 효율성 개선에 의해서 이루어지고 있다.
우리나라의 전력산업은 2000년 이후 전력산업의 생산성 수준이 개선되어 경영이나 운영면에서도 효율적으로 운영되고 있지만, 향후에도 기업의 경영이나 운영측면, 그리고 전력시장 구조의 변화형태 등에 따라 비효율성이 발생될 수 있는 여지는 여전히 남아 있기 때문에 지속적인 생산성 개선노력이 요구된다고 하겠다.The restructuring of the electric power industry in many countries including Korea has been performed in a way of raising efficiency by introducing competition and holding a appropriate level of price. The deregulation and liberalization of the electric power industry has also brought the structural change in the electric power companies by merging and acquiring other electric companies and gas companies as an alternative strategy to strengthen the competitiveness of incumbent electric utilities or unbundled electric companies.
With the trend of the restructuring of electric power markets and companies all over the world, in order to enhance the productivity of electric power industry in Korea, we need to analyze the factor affecting the productivity by estimating the productivity change over time. We estimated the productivity change of electric power industry in Korea using DEA(Data Envelopment Analysis) methodology based on the data of electric power companies for 10 countries
The result is that the electric power industry in Korea has improved efficiency continuously since 1995 and reached the efficient level from 2000 compared to the other 9 countries. The outcome of productivity in Korea's electric power industry was mainly achieved by efficiency improvement rather than technological advancement.
The electric power industry in Korea requires to make continuous efforts to improve the productivity in the future because it can be operated inefficiently depending on the type of structural change in the market as well as the management and operation of firms.
