This paper is an analysis of the general accounts of Incheon Metropolitan City and the ten District Government Offices within its jurisdiction for ten years. The data were collected from the Fiscal Year 1996 -- the first year to implement a full-fledged local autonomy with the election of local heads by popular votes the year before. Results of hypotheses tests show that: a) the number of low-income people was related to social welfare expenditures; b) the number of government employees was related to the spending for general administration; and c) the number of business was found to be related to economic development spending. Ten years after the introduction of local self-government, we have also found that social welfare spending increased at the cost of investments in economic development for the future.
