Recently governance has attracted interest from policy-makers and academics in social science as well as urban planning in Korea. This interest raises questions about the applicability of urban governance within the planning context. This is closely related to the change in power relations of institutions, such as central-local government relation, planning-market relation and planning-community relation.
This study is aimed at suggesting a new planning system in line with urban governance change in a contemporary society. This study concludes that market-aware planning, power-diffused planning and community-led planning will be needed. What is important is that an approach to spatial change should be varied according to urban governance context. If we were in power diffused and unstable context, a more participatory and collaborative approach is needed.
The results provide some policy implications. Firstly, a more market-aware and decentralized urban plan will be needed. Secondly, a more community-participating urban plan should be needed. In doing so, an institutional framework for building community capacity and community involvement plans should be prepared.
