본 연구는 감사인의 독립성 제고를 위하여 도입된 감사인의 강제교체(mandatory auditor rotation)가 감사품질을 제고하는지 여부와 감사인 강제교체로 인해 감사보수에 어떠한 변화가 있었는지를 분석한다. 실증분석 결과에 의하면 계속감사기간이 길수록 그리고 감사인이 산업전문성이 있을 때 감사품질이 높은 것으로 나타났다. 특히 계속감사기간이 길지 않을 때에는 감사인이 산업전문성이 있는 경우 감사품질이 높은 것으로 관찰되었다. 이는 산업전문성이 있는 감사인이 이미 그 산업에 대한 지식과 경험이 축적된 상태이기 때문에 감사기간이 길지 않더라도 피감사기업에 대한 이해가 높기 때문인 것으로 해석된다. 반면에 계속감사기간과 감사품질간의 양의 관계가 감사인의 산업전문성이 있을 때 강화되는 현상은 계속감사기간이 길 때는 별 도움이 되지 않는 것으로 나타났다. 한편 2007년 감사인 강제교체 시 교체기업의 감사인 선택은 산업전문성이 있는 감사인의 선택으로 이루어지지 않았다. 더 나아가서 감사인 강제교체 기업의 감사보수가 미교체 기업에 비해 현저하게 감소한 것으로 나타났다. 감사인 강제교체 시 시간이 소요되는 감사선임절차를 거치고 신규 감사인이 피감사기업의 시스템과 절차 및 경영환경을 이해해야 하는 등으로 인해 감사비용이 현저하게 늘어날 것이라는 예상과는 다른 것이다. 이러한 결과는 감사수임을 위한 치열한 경쟁으로 인한 것으로 해석할 수 있다. 결국 감사인의 독립성을 제고하기 위해 도입된 감사인 강제교체 규정이 산업전문감사인 선택이 이루어지지 않고, 감사보수로 비추어 볼 때도 의도한 바가 이루어질지는 매우 의문스러운 것으로 판단된다. 2006년부터 전격적으로 도입된 감사인 강제교체가 감사인의 독립성과 감사품질에 미치는 효과는 물론 이 제도로 인한 추가적인 비용과 부수적인 효과에 대해 보다 많은 연구가 이루어져야 할 것이다.This study investigates whether the mandatory auditor rotation, which was introduced to increase the independence of auditors, actually heightens audit quality and analyzes how mandatory auditor rotation has influenced on audit fees. The empirical evidence indicates that the longer auditor tenure is, the higher audit quality is when the auditor possesses industry expertise. When the auditor tenure is not long, in particular, audit quality increases when the auditor has industry expertise. This is consistent with the explanation that auditors with industry expertise have a high level of understanding of the company being audited even in the early year period because they have accumulated knowledge and experience in the particular industry. However, the result that the positive relation between auditor tenure and audit quality is reinforced for auditors with industry expertise is not supported when auditor tenure is relatively long. A review of the companies that followed the mandatory auditor rotation in 2007 shows that they didn’t necessarily choose the auditors with industry expertise. It’s also noticeable that mandatorily rotated companies cut down their audit fees considerably more than those which didn’t rotate auditor. The finding is opposite to the prediction that the mandatory auditor rotation would cause a significant increase of audit expenses as it required a time-consuming selection procedure of candidate auditors and the new auditors would have to learn about the systems, procedures, and management environment of the company to be audited. The unexpected finding can be explained with the fierce competition among auditors to engage. Thus it’s highly questionable whether the mandatory auditor rotation, which was adopted to enhance the independence of auditors, would actually lead to the selection of auditors with industry expertise and achieve the intended purposes in terms of audit fees. In future, there should be more active research efforts not only on the effects of the mandatory auditor rotation, which was introduced full-scale in 2006, on the independence and audit quality of auditors, but also on additional expenses and accompanying effects of the system.
