In 2003, the United States rejoined the UNESCO, and this event reveals the realist perspective in the relationship between states and IGOs. In the UNESCO, which is called a conscience of the UN system, states and individual actors including the Director-General struggled for their interests, and such struggles have been seen baldly in the debate on the New International Information Order, which brought about America's withdrawal from the UNESCO. Although the Third World and anti-American powers had succeeded in driving the U.S. out of the organization, they have confronted serious difficulties especially in the budget for the NIIO, and have reformed UNESCO's decision making process of their own accord. After the 9/11 terrorist attack, the United States expanded the notion of security from the realm of military strategy to social, cultural and educational aspects that are often internationally managed by international functional organizations including the UNESCO. In some regions hostile to the U.S., especially in the Islam world, the U.S. attempted to increase its influence with educational and cultural approach as well as military one. In order to effectively achieve such goals, the U.S. decided to rejoin the UNESCO. This means that the UNESCO, which is a major international non-security functional organization, is still considered as a tool for states' strategic purposes.2003년 미국의 유네스코 재가입으로 국제기구에 대한 현실주의적 조망이 다시 한 번 확인되었다. 유네스코 내에서 전개되는 국가 행위자와 사무총장을 포함하는 개별 행위자들의 치열한 정치적 투쟁은 1984년 신국제정보질서를 둘러싼 공방에서 이미 드러났으며, 그 결과 미국은 탈퇴를 결정했다. 하지만 미국의 탈퇴로 인한 재정적 어려움에 직면한 유네스코는 스스로 개혁을 선택할 수밖에 없었고, 오히려 미국을 더욱 필요로 하는 상황을 초래했다. 한편 9/11 테러 공격 이후 미국은 전통적 안보개념을 교육, 문화의 부문에까지 확대하였고, 그 과정에서 미국에 적대적인 지역, 특히 중동에 대한 군사적 영향력 확대와 더불어 사회 문화적 접근을 강조하였다. 특히 이들 지역에 대한 사회·교육·문화적 접근을 보다 효과적으로 이루기 위해 미국은 유네스코로의 복귀를 결정하였다. 이러한 사례들은 국가들이 유네스코와 같은 비안보적 성격의 국제기능기구에서도 안보전략적 측면을 보다 중요하게 여기고 있음의 방증이다.
