일본의 심의회는 제3섹터인 시민사회의 참여민주주의가 행정부에 제도화된 사례이다. 이는 심의회가 행정부의 정책결정의 정당성을 확보해주는 거수기라는 도구주의적 해석보다는 시민들의 다양한 의사를 반영하는 제도화된 통로라는 본질주의적 해석에 기반한다.
본 논문은 2008년 1월의 문화심의회의 의사록을 분석하여 심의회가 실질적으로 참여민주주의의 개념과 원칙과 운영방식을 실현하고 있는지를 진단하였다. 결과적으로 심의회는 시민에게 공개되고, 높은 참여율로 위원 상호 간에 관계의 단절이 예상되지 않는 점, 해당 안건을 해결하기 위해 제도의 변화를 적극 모색하는 점, 조직에 속박되지 않는 발언, 심의회 내부의 위원장과 위원 간의 차별이 없는 수평적 구조 등의 측면에서 높은 참여민주성이 확인되었다.
반면, 심의위원들이 자기 경험과 생각에 바탕을 둔 자발적 발언이 아닌 유명 정치인을 인용하여 의견의 권위를 세우는 관행적인 행태를 보여주고, 학계 인사가 57.1%를 차지하는 등 특정 직업의 편중, 자기혁신적인 태도보다는 정부의 대책 모색에 의존하는 청부형 자세, 연대를 창출하여 문제를 해결하려는 연대 중심의 사고도 부족하다는 점이 과제로 남아 있다. 결국 정부에 의해 제도화된 참여민주주의시스템인 심의회는 절반의 성공작이다.The advisory committee of the central government in Japan has emphasized a case which was introduced as a participatory democratic system of civil society into government. This argument isbased on the essential interpretation of the advisory committee, which is the effective channelto collect diverse opinions of the general public but is not instrumental to the interpretation of it.
In this study, I want to analyze whether the advisory committee of the central government in Japan is operating according to the way of participatory democracy or not.
The results of this research show that the organization accomplished a high level of participatory democratic elements. For example, at first, the meeting of advisory committee was open for the ordinary people second, the members are friendly toward each other and have a high attendance rate third, there is a horizontal structure or an equal position between the chairperson and the general members.
On the other hand, the advisory committee has many assignments. All members tend to be biased because of their professional academic characteristics. Also, they used to show a dependent attitude toward government without self-reform drive.
