현재 국내에서 활발하게 진행되고 있는 ITS 사업 중 버스정보시스템(BIS, Bus Information System) 구축사업의 핵심은 기존 버스정류장에 버스정보제공단말기(BIT, Bus Information Terminal)를 설치 및 운영하는 것이다. 이를 위하여 보도상의 버스정류장에 대한 굴착작업이 불가피하며, 이 때 작업공간 확보를 위한 도로점용이 반드시 본선상에서 수반된다. 이로 인하여 직접적으로 발생하는 교통문제로서 상류부의 다양한 지점에서 접근차량 간 차로 변경뿐만 아니라 합류로 인한 상충현상이 발생하며, 결과적으로 통과 교통량 감소 등 운영기능뿐만 아니라 추돌사고 등 안전기능을 저해시키게 된다. 기존 국내에서 적용하고 있는 도로점용공사 중 교통처리방안은 해당 도로점용구간의 형태 및 상 ? 하류부 교통특성보다는 도로점용구간을 물리적으로 본선과 구분시키는데 중점을 두고 있는 것이 현실이다.
본 연구의 목적은 BIT 설치와 같은 버스정류장 도로점용공사의 행태 및 해당 구간의 교통특성에 맞는 교통처리방안을 제시하는데 있다. 이를 위하여 먼저 현재 수행 중인 광역 BIS 구축사업(즉, 대구 - 경산축 광역 BIS 구축사업) 기간에 이루어진 다양한 버스정류장 도로점용공사의 현황자료를 바탕으로 기존 버스정류장 도로점용공사의 특성 및 교통처리방안에 대한 문제점을 분석하였다. 이를 바탕으로 본 논문에서는 국내 버스정류장 도로점용공사 중 필요한 다양한 교통처리방안 중에서 효율적 차로폭 이용방안, 왕복 2차로 도로점용 시 차로운영방안, 버스정류장 위치별 차로운영방안 등의 효율적인 교통처리방안을 제시하였다. 마지막으로 제시된 교통처리방안의 객관적인 검증 및 보완작업에 대한 향후 연구내용을 언급하였다.The BIS(Bus Information System) is the most popularly constructed project among various ITS(Intelligent Transport Systems) projects in Korea. The key work of BIS is to install and operate a BIT(Bus Information Terminal) inside or outside the target bus shelter. This work requires the workers to dig the sidewalk and to need a space on the lane next the shelter, and consequently to close the most right lane for workers and trucks to move and carry loadings. The closed lane under the work zone activity in the downstream causes the operational performance such as work zone throughput to degrade due to lane changes and merging conflicts when drivers approach the work zone area. Moreover, those behaviors also impact on traffic safety such as a rear-end collision.
However, the traffic flow management or/and operational strategies are focused only on physically separating the target work zone area from the mainline on the roadway by several traffic signs, rather than considering traffic
flow patterns and work zone types.
The purpose of this paper is to propose a set of effective strategies for traffic flow operations, by considering the types of work zones, bus stop locations, and traffic flow characteristics around the target bus stop work
zones. To do this, first, this study analyzes the features of the bus stop work zones and any problems caused by current conducted traffic operational methods, with real work zone data called Daegu-Gyungsan BIS project.
Based on those analyses, second, this paper suggests key traffic operational strategies mainly focused on effective lane usages and merging controls suitable for the target bus stop work zones, such as a method to use the lane
width, a lane operational method of the two-lane & two-way roadway, and effective merge controls depending on the bus stop locations (e.g., near-stop, middle-stop, and far-stop). The conclusion part of this paper describes
critical issues as future studies to prove and enforce the proposed strategies as a robust guidelines for the work zone operations at bus stops.
