무대예술 전문인 자격 인증 제도는 공연예술에 참여하는 다양한 직군 가운데 무대기계, 무대조명, 무대음향을 담당하는 기술 스태프를 대상으로 소정의 검정 절차를 거쳐 국가에서 자격증을 교부하는 제도이다. 무대기술 인력의 전문성을 강화하고 사회적 지위의 향상에 기여할 뿐만 아니라 공연예술의 질적 발전을 도모할 수 있다는 의의 속에 1999년 공연법을 개정하면서 도입되었다. 이 제도 시행 10년을 맞는 시점에서 그동안의 제도 정착 및 변천 과정을 정리해 보고, 성과와 문제점을 진단한 후 몇 가지 개선 방안에 대해 제안해 보고자 한다.
1999년 2월 8일자 전문 개정 법률인 ‘공연법’ 제4장 제13조에서 제16조까지 무대예술 전문인의 개념?종목?등급, 교육 및 검정 기관, 무대예술 전문인의 배치에 관한 규정이 신설되면서 무대예술 전문인 자격 인증 제도가 공식화되었다. 이후 검정 기관의 주관 하에 검정 시험이 실시되어 2000년부터 2008년까지 9년간 총 1,764건의 자격증 교부 실적을 보였다. 등급별로는 1급 400건, 2급 589건, 3급 775건이며, 종목별로는 무대기계 561건, 무대조명 670건, 무대음향 533건으로 무대음향 분야가 상대적으로 적은 것으로 나타났다. 2005년 1월 1일부터 시행 중인 500석 이상 공공 공연장의 의무 배치도 상당 수준에서 이루어진 것으로 평가된다. 다만 기초자치단체에서 설립한 공연장의 경우에는 현재 근무 중인 자격자 수가 의무적으로 배치되어야 하는 자격자 수에 훨씬 못 미치고 있는 상황이다.
제도 시행 10년 동안 가장 큰 변화는 지정 교육기관 제도와 실무 경력 인정 제도를 폐지한 것이다. 이제 검정 시험에 있어서는 모든 응시자가 이론 시험과 실기 시험을 거쳐 합격자를 배출하는 방식으로 전환되었다. 그러나 경과 조치에 의하면 2006년 12월 31일 이전 실무 경력을 가지고 있는 무대기술 인력은 기존의 방식대로 실무 경력에 의한 합격 인정이 유지된다. 그렇지만 자격자의 배출 규모나 검정 시험 시스템 정비 등을 볼 때 무대예술 전문인 자격 인증 제도는 이제 어느 정도 안정화 단계에 접어든 것으로 평가할 수 있다.
마지막으로 두 가지 정도 개선 과제를 제시해 볼 수 있다. 하나는 배출된 자격자를 공연장에 배치하는 문제로 기초자치단체에서 설립한 공연장에 무대예술 전문인의 수가 많이 부족하므로 이 부분에 대한 구체적 해결 방안을 모색하도록 해야 할 것이다. 다음으로 현재 무대기계, 무대조명, 무대음향 등 세 종목으로 되어 있는 자격 종목을 확대하여 새롭게 ‘무대장치’를 신설하여 무대장치, 무대기계, 무대조명, 무대음향의 네 종목으로 바꾸어 나가는 것이 바람직하다고 본다.The Qualification System of Theatrical Artists and Technicians is a system under which Ministry of Culture, Sports and Tourism grants an official certificate to technical workers in charge of the installation and operation of stage machinery, stage lighting, and stage sound. This system was implemented to encourage performing arts technicians to improve their technical skills and have self-confidence as professional performing artists. The aim of this study is to survey the settlement and change processes of this system, and to propose plans for improvement.
With the revisions to the Performing Arts Act of February 1999, the regulations relating to the types, grades, education, certification authority and compulsory disposition of theatrical artists and technicians were established, and the Qualification System of Theatrical Artists and Technicians was formulated. Over the nine years between 2000 and 2008, 1,764 certificates were issued. Since January 1, 2005, it has been compulsory for certificated technicians to be employed in public theaters with seats or more. With the exception of public theaters established by local autonomous governments, theatrical artists and technicians have been disposed at an extent over and above the compulsory level.
In the ten years since this system was first enforced, the biggest changes were the abolition of the educational institution appointment system and the experience-based authorization system. In terms of producing qualified technicians or establishing the certification system, the Qualification System of Theatrical Artists and Technicians can be evaluated as having entered a stable stage. In conclusion, two tasks to improve the Qualification System of Theatrical Artists and Technicians are recommended. Firstly, the public theaters established by local autonomous governments require many more theatrical artists and technicians, soit is necessary to concentrate on solving this problem. Secondly, it is necessary to establish new classifications for ‘stage setting,' so that the existing three job types can be changed into four job types, namely:technicians of stage setting, stage machinery, stage lighting and stage sound.
