함경도는 지리적으로 조선의 북쪽에 위치하고 있으며 마천령을 기준으로 남북으로 구분된다. 북쪽을 북관, 남쪽을 남관이라 하였는데 지형, 산업, 풍속 등에 큰 차이가 있어 조선에서는 두 지역을 확연히 구분하여 인식하고 있었다. 북관은 일찍부터 상업이 발달했던 남관과 달리 매우 낙후된 지역으로 구분되었다. 함경도는 지리적으로 매우 낙후된 변방임에도 불구하고, 한편으로는 지리적 특성에 힘입어 전통적으로 좋은 말이 많이 생산되어 ‘궁마지향(弓馬之鄕)’으로 불리기도 하였으며, 국경지역의 잦은 무력 충돌로 인하여 무가 숭상되는 ‘상무지지(尙武之地)’의 고장으로 불리었다. 또 비록 험준한 변방이었지만 조선을 건국한 태조 이성계의 출생지였던 함경도인지라 풍패지향(?沛之鄕)의 자부심이 높았던 곳이기도 하다.
?북정록?은 서계가 1666년 겨울부터 1667년 봄까지 함경도를 순시하면서 엮은 시집이다. 북평사로 있었던 기간이 그리 긴 시간이 아니었음에도 불구하고 함경도의 풍습과 병영생활에 대해 많은 시를 남기고 있다. 함경도는 국경을 접하고 있어 청나라와의 예민한 관계에서 자주적 군사력을 기르고 항상 준전시체제를 갖추고 있는 모습을 알 수 있었다. 또, 준마의 생산이 많았던 함경도의 특성상 북쪽의 기생들이 묘한 조화를 이루는 이색적인 모습을 포착하는 시인의 안목도 재미있게 감상할 수 있었다. 한편으로는 명나라의 망명객인 강세작을 통해 지금까지 가지고 있던 대명대청관을 새롭게 인식하는 계기로 삼기도 하였다.Hamgyeong Province is located to the north of Joseon, and is divided into South and North based on Macheonryeong(摩天嶺). The north was called Bukgwan(北關). The south was called Namgwan(南關). There was big difference in topography, industry and customs. Thus, in Joseon, both regions were definitely divided to be recognized. Bukgwan was classified as the very retarded region unlike Namgwan, which had been developed commerce from early times. In the face of the geographically so retarded frontier, Hamgyeong Province was produced many good horses traditionally by virtue of geographical features, thereby having been ever called as ‘Gungmajihyang(弓馬之鄕).’ It was called as district of ‘Sangmujiji(尙武之地)’ that is respected martial arts due to the frequent armed clash in the border. Also, even if having been the steep frontier, Hamgyeong Province was the birthplace of King Taejo Lee Seong-gye who established Joseon, thereby being even a place whose pride of Pungpaejihyang(?沛之鄕) had ever been high.
?Bukjeongrok? is collection of poems that Seogye compiled while making a tour of Hamgyeong Province from winter in 1666 to spring in 1667. Despite that the period, which he had been incumbent as Bukpyeongsa(北評使), was not so long, he is leaving many poems on customs and barrack life in Hamgyeong Province. Hamgyeong Province is adjacent to the border, thereby having been possibly known the image of fostering independent military power and of always having quasi-war footing in the keen relationship with Qing Dynasty. In light of the characteristics in Hamgyeong Province where there had been produced many fast horses, it could be interestingly appreciated even a poet's insight of capturing the unique image that gisaengs(a singing and dancing girls) form strange harmony in the north. On the other hand, it had ever an opportunity of newly recognizing Daemyeongdaecheonggwan(對明對淸觀), which has been possessed so far, through Gang Se-jak, who is a political exile of the Ming Dynasty.
