김정일 건강 이상과 후계자 지명 등과 관련해서 북한체제의 미래에 대해 많은 관심이 집
중되고 있다. 물론 현재 김정일 정권에 도전할 수 있는 세력은 없으며, 김정일이 사망할 경
우 북한 권력엘리트들은 적어도 잠정적으로는 지명된 후계자를 중심으로 뭉칠 수밖에 없을
것이다. 그리고 후계자가 김정일과 같은 정치적 역량을 발휘하여 확고하게 권력을 장악할
수 있다면 북한의 지도자가 될 수 있을 것이다. 그러나 후계자로 내정된 김정은이 권력을
승계하여 유일지도체제를 확립하기에는 넘어야 할 난제가 너무 많다. 어린 나이와 일천한
경험으로 국정장악 능력에 한계가 있을 것이라는 점과 김정일정권의 유산인 경제난과 북핵
문제, 남북관계은 김정은 후계체제를 위협할 것으로 보인다. 특히 악순환의 고리에 빠진 북
한경제가 중장기적으로 더욱 침체와 위기로 빠져들고 이에 더하여 북핵 폐기를 압박하기
위해 외부의 지원이 대폭 축소된다든가 중단될 경우 지배엘리트들이 향유하는 기득권이 점
차 줄어들어 독재자와 엘리트 간의 관계에 변화가 있을 가능성이 있으며, 민심 또한 독재
자를 외면할 것이다. 그렇다고 사회주의 독재체제를 유지하는 가운데 추진하는 부분적인
개혁은 성공할 가능성이 높지 않다. 이러한 관점에서 본다면 북한체제는 장기적으로는 붕
괴할 수밖에 없으며, 그것이 후계자 김정은의 운명일 가능성이 높다. 따라서 김정일 사후를
대비하기 위한 우리 정부의 정책방향은 북한의 급변사태를 대비하는 것도 중요하지만 북한
을 연착륙시켜 우리의 이익을 극대화하는 방향으로 설정되어야 할 것이다.Much attention is being focused on the future of the North Korea regime with
relation to Kim Jong-il's health issues and the naming of a successor. Presently
there is no power that can challenge Kim Jong-il's authority, so in the event of
Kim Jong-il's death, North Korea's power elite will have no choice but to at least
tentatively gather around the designated successor. Moreover, if that successor
shows political capability similar to that of Kim Jong-il and thus manages to
firmly grasp power, then that person could become the true leader of North
Korea. However, in order for the unofficially decided successor Kim Jong-un to
be handed down the reins of the government and for a sole leader system to be
established, there are too many hurdles to overcome. Factors such as Kim Jongun's
young age and his lack of experience, the financial woes and nuclear issues
leftover from Kim Jong-il's regime, and the state of South-North relations are all
expected to threaten the Kim Jong-un succession. In particular, if the North
Korean economy, which is caught in a vicious cycle, becomes more depressed in
the mid- to long-term and it results in crisis, and furthermore, if external aid is
drastically reduced or suspended to coerce nuclear abandonment, then it is likely
that the vested interests of the ruling elite will gradually lessen thus changing the
relationship between the elite and their leader, and public sentiment will turn
away from the dictator as well. Therefore, the possibility of success is low for
any partial reform if it is pursued while also attempting to maintain the socialist
dictatorship. When this is taken into consideration, the North Korea regime can
not help but collapse in the long run, and this will most likely be Kim Jong-un's
fate. Accordingly, in establishing the course of South Korea's government policy
in preparation for the post-Kim Jong-il period, although preparing for sudden
change is important, the focus should be on ensuring a soft landing for North
Korea and maximizing South Korea's national interests.
