이 글은 2008년 가을 글로벌 ‘경제 위기’ 이후, 위기의 타격이 여성들에게 집중되고 있음에도 불구하고 성차별로 가시화되지 못하고 있는 한국 사회의 상황에 대해 이론적 개입을 시도한다. 1997년 IMF 위기 때를 돌이켜보면, 급격한 구조조정의 와중에서 여성들이 일자리를 잃기도 했지만 다른 한편에서 이러한 성차별에 대한 고발이 꾸준히 이어짐으로써 이후 다양한 여성운동이 일어날 수 있는 토양이 되었다. 그러나 2008년 위기 이후 한국 사회는 젠더 관점에서 경제위기에 대처하는 대항 담론을 전혀 형성하지 못하고 있다.
1997년 이후 한국 사회는 신자유주의적 개방, 사회적 양극화 심화, 불안정 노동의 확산 등을 겪어왔고, 사람들은 사회적 위기에 개인적 방식으로 적응하는 것에 익숙해졌다. 이러한 방향의 사회변화가 이미 10여년간 일어난 뒤에 2008년 ‘위기’가 도래한 탓에, 위기의 타격이 노동시장에서 가장 취약한 집단에게 집중되었음에도 불구하고 이것이 구조적인 문제로 인식되지 않는다. 2-30대 여성들에게 집중된 실업, 고용불안정의 문제는 그들의 개인적 취약성의 반영으로 해석될 뿐이다.
IMF 위기 이후 한국사회에서는 남성 1인 생계부양자 모델이 와해되고, 서서히 2인 소득자 모델로 변화하고 있다. 이것은 많은 여성들로 하여금 근대적 젠더보상체계 밖에서 자신의 생애전망을 추구하게 만들었지만, 보살핌노동을 여성이 전담하기를 기대하는 문화는 바뀌지 않았다. 이런 상황에서 공적 노동에 참여한 여성들은 이중노동에 시달리고 있으며, 이중노동의 부담을 짊어지고 있다는 바로 그 이유로 노동시장에서 열등한 노동력으로 간주되고 있다. 현재까지는 개별 여성들이 개인적으로 젠더 전략을 다변화하는 방식으로 이런 상황을 봉합하고 있지만. 성별분업의 기본 구조가 변화하지 않는 한 장기적으로 더 많은 사회문제들이 양산될 것이다. 이것이 임신, 출산, 양육 등 당면한 생애주기상의 과제를 “자신의 선택으로” 미루어가면서 신자유주의적 사회변화의 파장을 온몸으로 막아내고 있는 여성들의 삶의 현장성에 시급히 주목해야 하는 이유이다.This article attempts a theoretical intervention on the gender situation in Korea after ‘economic crisis’ of 2008. Among the Korean laborers, women have been hardest hit by the global economic crisis. However, this situation is not interpreted into a social phenomenon based on gender discrimination.
When the economic crisis of 1997 called ‘IMF crisis’ is examined, accusations of gender discrimination continue to surface, which helped to trigger diverse women’s movements even when many women lost their jobs due to the drastic restructuring. However, in the context of 2008 ‘economic crisis’, Korean Society has failed to produce counter-discourse from gender perspective.
Since 1997, Korean people have seen the open-door policy and diverse social reforms enforced in the name of neo-liberalism, social polarization worsening, and unstable employment increasing. And people became used to handling this kind of societal level crisis on the individual level.
Because the ‘crisis’ of 2008 started after the society had been changed in this way for 10 years, the fact that the crisis most extremely affected the lowest income earners and the underprivileged in the labor market is not even considered a structured problem. Joblessness and unstable employment affect mostly women in their 20s to 30s, but these are merely considered the natural outcome resulting from their personal vulnerabilities.
After the IMF crisis, ‘man as the only breadwinner’ model crumbled down in Korea and is now transforming slowly into ‘two income earners per family’ model. This made many women pursuing after their vision of life in the outside of the modern gender reward system, but the culture in which women are expected to be wholly responsible for the care work has not changed. Amidst this situation, women who participate in the public labor are suffering from double work. Worse yet, they are considered lower labor force in the labor market precisely because of this need to assume double work. Until now, individual women are handling this situation by leveraging the method of diversifying gender strategy, but this individual-level adaption model limited by the intersection of class places too heavy burden on the shoulders of each woman. And this situation is at the root of the current social problems in Korea. Nowadays, the Korean women are blocking the neo-liberalistic social changes actively while choosing to dodge the lifetime milestones such as pregnancy, child birth and child rearing.
