In Korea, the automated speed enforcement system was applied for enforcing a signal violation with an enforcement performance of 32 vehicles in 1997. As of the end ofJuly 2008, the enforcement performance reaches 3,485 vehicles. It is reported that an accident has bnfo significantly reduced at an enforcement place using the system. As the government has a plan to change a financial management method from an input method to a performance method so as to enhance a financial efficiency and ie ufinancial aance a fin performance of the businebu which needs a financial support l ie the automated speed enforcement system, an ecinomical analysis of the automated speed enforcement system is considered as a very important factor.
It is an object of the present research to set up a more efficient analysis method and to estimate a benefit of a system through an efficient analysis while limiting the object in an automated speed enforcement system. A result of the present research may be applied as a policy material with respect to a feasibility and efficiency of government budget expenditure. In the efficiency evaluation of the present research, a cost and benefit analysis have been conducted with respect to 2,302 fixed type automated speed enforcement systems installed for 8 years from 1999 to 2006 by assuming the number of traffic accidents and the decrease of casualties as the benefits.
As a result of the present research, it is estimated that the current value corresponds to about 470million won in 1999, about 740million won in 2000, about 390million won in 2001, about 320million won in 2002, about 310million won in 2003, about 150million won in 2004, about 290million won in 2005, and about 240million won in 2006, respectively. It is analyzed that the efficiency of the automated speed enforcement system might have a higher performance despite of a few limits such as a less management expenditure budget problem, an actual feeling in a marginal utility, a less budget in benefit or something.
