This study examined policies for successful settlement and operation of the Korean long-term care system for the elderly. It compared and evaluated eligibility condition of each nation, a significant matter related to the system. With the focus on eligibility condition related to comprehensive coverage, appropriate and adequate benefit, and efficient finance and comprehensive inclusion and systematic sub-classification of analysis content of eligibility condition, in-depth examination of the analysis of the system content, and the analytical feature of comparison and evaluation by nation.
Eligibility condition related to the long-term care system care system was classified into the following seven sectors and examined as major eligibility condition of social insurance: entrance and contribution condition; social risk(care) condition; recipient condition which id important in the application of the system; individual benefit condition; concurrent condition; condition of benefit change and benefit limitation after receiving benefit; and organization managing eligibility condition.
According to the analysis results, the following matters were confirmed as key issues and discussed; recipient condition - a matter of proving a clear definition of long-term care and limiting ages and diseases eligible for the system; entrance and contribution condition - setting the condition of minimum entrance period attributed to the system's characteristics to offer benefit for a long period, a matter of providing and alternative to self-payment system; care condition - a matter of how to balance ambivalent characteristics of care in the system; individual benefit condition - a matter of responding precisely and smoothly to a recipient's individual conditions; concurrent condition - a matter of focusing on establishing relationships inside and outside the system to seek the continuity of service; and a management organization - a matter of securing verification of evaluation tools and professionality of evaluation organization. Through the discussion, questions were raised for the development of the system and efforts were made to produce an alternative.
