Due to the growing demand of legislation in the modern nations, the number of statute has been sharply increased. As a consequence of the surplus of statutes, the efficiency and effectiveness of laws and regulations have been weakened, so that the purpose of legislation has not been attained, and side effect which legislators did not expect at drafting step has been occurring, which lead the crisis of legislation or the failure of legislation
It is necessary to provide the evaluation system of legislation which objectively measure and analyzes the effectiveness and side effect of the current statutes, etc including the various influence of legislation. Especially, Ex Ante Evaluation of legislation' to be future oriented research into the expected effects and side effect of potential new legislation following a structured and formalised procedure, leading to a written report. Such research includes a study of the possible effect and of alternatives, including the alternative of not regulating at all.
The Social Impact Assessment(SIA) can generally be defined as the process or estimating, assessung and managing social consequences of planned intervention. By "social impacts" we mean the consequences to human populations of any public or private actions - that alter the ways in which people live, work, play, relate to one another, organize to meet their needs and generally cope as members of society. The term also includes cultural impacts involving changes to the norms, values, and beliefs that guide and rationalize their cognition of themselves and their society.

So they were used as important factors in reducing regulations quantitatively and improve them quantitatively as well.
