이 연구는 인사와 조직문화를 중심으로 방송위원회와 정보통신부가 방
송통신위원회로 통합된 과정을 분석하였다. 이를 위해 방송위원회와
정보통신부 출신 전·현직 방송통신위원회 직원 등을 대상으로 심층인터뷰
를 실시하였다. 통합 이전, 방송위원회와 정보통신부는 조직 성원의 법적 지
위와 의사결정 체계, 조직문화 측면 전반에서 근본적으로 이질적인 조직이었
다. 조직통합은 이러한 이질성을 아우르는 과정이었는데 그 속에서 방송위원
회가 정보통신부로 일방적으로 흡수되는 양상을 띠었다. 통합 조직 내 방송
위원회 출신 직원들은 점차 줄어들었고 거의 대부분의 부서장직을 정보통신
부 출신 직원들이 장악하였다. 조직문화에 있어서도 방송위원회 고유의 문화
는 거의 해체되었고 정보통신부의 문화가 팽배하여 방송위원회 출신 직원들
은 낯선 문화에 일방적으로 적응해야 했다. 이 같은 상황은 시간이 지날수록 더욱 심화되고 있다. 이에 따라 미디어 정책 기구의 정치적 중재 기능이 약화
될 수 있음이 논의되었다.This study compares the human resources and organizational culture
of the Korean Broadcasting Commission(KBC) and the Ministry of
Information and Communication(MIC), and analyzes the integration
process of these two organizations into the Korean Communication
Commission(KCC). In doing this, in-depth interviews with KCC (ex)
members from KBC and MIC were carried out. This study found
that KBC and MIC had different characteristics in various dimensions,
such as the legal status of employees, the hierarchical structure
among them, and their organizational culture. In the integration process,
KBC was practically absorbed into MIC. In the integrated organization,
the former KBC employees gradually diminished and MIC
employees dominated most of the high rank positions. Similarly, in
terms of organizational culture, MIC’s culture pervaded, whereas KBC’s counterpart simply faded away. As time goes by, this situation
has become more serious. This finding suggests that the political
arbitration role of the media policy organization might be weaken.
