This study reviewed the integrity hindrance factors of inspection task of a metropolitan government from the customer-oriented perspective. The area of inspection is about agricultural, marine, and livestock products. Those tasks are understood as vulnerable areas for corruption.
For this, Seoul Research Institute of Public Health & Environment was selected as a sample for task process of BPR(Business Process Reengineering) analysis. Survey method was done also. The results of the analysis are as follows.
First, inadequate procedures for customers' dissent and the customers' recognition that they can take disadvantages because of those claims, were the hinderance factors.
Second, inadequate rule of actual inspection process and unclear period for inspection on manuals also can hinder the integrity.
Third, shortening the period of inspections was recognized positively from customers' view. But, the rationality of standard for calculation of inspection period was insufficient. The insufficiency could draw unsatisfaction of customers, low policy receptivity of staffs, and the decline of trust level between the Seoul Research Institute of Public Health & Environment and customers.
Forth, The integrity, fairness, and trust level of laboratory process and inspectors' consciousness level were high. But, The absence of ethics code for inspectors could hinder the integrity level.
Fifth, the differency of inspection charge and unclearity of calculation for the charges could hinder the integrity.
