현재 우리나라는 거주외국인의 수는 115만명으로 다문화다인종사회로 급격하게 변모하고 있다. 특히 한국인 남성과 외국인 여성간의 국제결혼의 증가는 2000년 이후부터 두드러진 현상으로 나타나 현재는 일반적인 결혼의 형태가 되었다. 2009년 현재 결혼이민자의 수는 167,090명이며 이중 결혼이민여성의 수는 149,853명을 이주여성화를 나타내고 있다. 이중 서울시에 거주하는 결혼이민여성은 32,558명으로 21.7%가 거주하고 있다. 그러나 이들은 언어적 문제, 경제적곤란, 자녀양육, 문화적 차이 등으로 인해 애로를 겪고 있는 실정이다. 안정적인 사회정착을 위해서는 취창업지원이 가장 요구되므로 결혼이민여성의 특성과 이들의 처한 사회문화적 여건을 고려한 종합적인 취·창업지원대책을 추진하여야 한다.
이를 위해 제2장에서는 현재 서울시 결혼이민여성의 지역적 거주분포를 알아보고 제3장에서의 이들의 취·창업실태와 제4장에서의 취·창업교육에 대한 현황 분석을 통해 제5장에서는 취창업지원을 위한 정책을 제시한다.
우선 서울시 결혼이민여성의 취·창업추진전략으로서 관련조례를 개정, 전담팀 구성, 민관학 네트워크 강화가 필요하며 한국어교육 고급반 내지 취업반개설, 지역적 특색을 살린 맞춤형 교육프로그램 특화, 보육지원, 적합한 직종개발, 자격취득장려금 및 직업능력개발계좌제 활용, 인턴제도 도입 등의 제도개선과 취·창업준비부터 취업후까지를 위한 One-Sop System 구축이 필요하다.Korea is experiencing a dramatic change to a multi-cultural society with 1.15 million foreign residents. The international marriage between Korean men and foreign women has increased substantially since 2000, and it now became one of the common types of marriage. The number of marriage immigrants is 167,090 in 2009 and the number of women is 149,853, which clearly depicts feminization of migration. Over 32,558 marriage women immigrants, which is 21.7%, are living in Seoul. They are suffering from language problems, economic difficulties, child-rearing burden, and cultural differences.
It is crucial to help them find jobs or start their own business which will ease the settlement in Korean society. The Finding Jobs and Starting Own Business Program which comprehends special features and social/cultural circumstances of women immigrants by marriage is necessary.
Chapter 2 will show the population distribution of marriage immigrants in Seoul. Chapter 3 will portray their reality in finding jobs or starting own business. Through analysis of Finding Jobs/Starting Business programs in Chapter 4, I will suggest some policies regarding to finding-job and starting-business program for women immigrants by marriage in Seoul.
Policies and strategies on finding-job and starting-business for women immigrants by marriage will include followings : Revision of related ordinances, organizing a task force team, strengthening civic-governmental-academic network, opening advanced Korean language classes or employment programs, developing customized education programs to meet local needs, supporting child-rearing, creating new kinds of jobs, providing financial support to get job-related licenses, widening vocational skills development system, introducing internship programs, and building one-stop-system to support from pre-employment stage to post-employment.
