본 연구는 주한 미군재배치의 협상과정과 정책결정을 민주성과 효율성을
중심으로 평가하고 있다. 주요 행위자로서는 대외적 협상과 대내적 갈등관리
및 집행을 담당한 행정부, 비준과 행정부 견제 및 국민의견을 수렴해야 하는
국회, 그리고 찬성과 반대 의사를 지닌 평택주민 및 시민단체들을 포함시키
고 있다. 민주성의 차원에서 볼 때, 협상결과에 대해 주민이나 시민단체들이
여러 가지 방법으로 반대의사 및 비판적 의견을 표출했다는 점에서 참여성은
증대되었으나 여전히 협상은 행정부 주도적으로 이루어 졌고, 국회는 행정부
를 견제하는 역할이나 국민의견을 수렴하는 역할에 적극적이지 못했다. 효율
성의 차원에서 보면, 전문성을 높이고 조정력을 강화하기 위하여 여러 가지
제도적 장치를 마련하였으나, 여론이나 시민단체의 반대의사를 조정하는 데
는 제한적이었다. 국회는 체계적으로 전문적인 정보를 수집하고 정부와 국민
을 연결하는 역할에 한계를 보였으며, 정책적 대안을 개발하거나 제시하지
못했다. 마지막으로 본고는 한국의 동맹정책이 굿 거버넌스로 이어지기 위해
서는 민주성과 효율성 모두 질적인 변화를 통해 상호보완적인 힘으로 발전되
어야 한다는 과제를 제시하고 있다.This study evaluates the decision making process of the relocation of
the USFK bases using two indicators, democracy and efficiency and
including three major actors, the executive, the legislature and the
public and civic groups. According to the key findings from the
analysis, although the public and civic groups express their opinions
more vigorously compared to the past, therefore, the level of
participation is increased, the executive dominates the process of the
negotiation without sharing information. The legislature neither balances
the executives nor delivers public opinions. In terms of efficiency, the
executive establishes institutional supporting systems to coordinate
conflicted interests and opposite movements, but these efforts are
unable to mediate or manage them effectively. The legislature fails to
collect information, to bridge between the government and the public,
and to develop and propose policy alternatives. Lastly, this study
suggests that the levels of both democracy and efficiency should be
enhanced further to achieve a “good governance.”
