2007∼2009년 미국발 금융위기는 국제경제 거버넌스의 부재와 고도화된 금융부문의 강화된 상호연계성이라는 토대 위에서 발생했다. 위기와 더불어 선진 각국은 금융위기의 재발방지를 위해서는 국제 금융 체제의 재구축과 금융시장에 대한 전면적인 규제·감독이 필요하다는 사실을 깨달았다. 여기에 신흥경제국의 부상에 따라 이들을 이해당사자로 하는 새로운 형태의 국제경제 거버넌스가 필요하게 되었으며, 이를 반영한 것이 G20이다. G20은 국제 금융 기구의 역할 재정립과 국제금융시스템의 재편, 그리고 거시경제 및 지속가능 균형성장과 기후변화 등의 여러 글로벌 이슈에 대한 국제협력을 추진하고 있다. 특히 금융위기 재발을 방지하기 위하여 브레튼우즈 기구들의 개혁을 추진하고 금융안정이사회를 신설했다. 본 연구는 G20의 형성과정과 역할을 소개하고 국제 금융 체제 재구축의 핵심에 있는 국제통화기금의 개혁과 금융안정이사회의 역할을 평가한다. 또한 G20이 추진하고 있는 새로운 국제경제 거버넌스 창출과 국제 금융 협력의 선결과제, 그리고 국제 금융 기구들의 바람직한 개혁방향을 제시하고자 한다.The sub-prime mortgage crisis in the U.S. was induced by the interrelated complex issues; the absence of global governance regarding on international economy and highly developed financial sector. By this financial crisis, the advanced countries have realized the need of rebuilding the international financial system, setting regulations and supervising across the entire international financial market. To overcome and avoid a financial crisis, developed world must also consider the emerging economies as stakeholders. G20 advocates international cooperation through redefining the role of international financial organizations, reorganizing international financial system and deals with global issues such as sustainable development and climate changes. And under its special preventive efforts against a future financial relapse, it pushed Bretton Woods Institutions toward to a reform process and has established Financial Stability Board. This study introduces the formation of G20 and examines the role of IMF and FSB stand in the heart of reconstruction of international financial framework. Also the study provides the desirable direction for creating the new international financial architecture.
