2008년 9월 리먼 브라더스의 파산으로 촉발된 미국발 글로벌 금융위기가 일본에서는 주요 선진국 중 심대한 경제적 타격을 주는 데 그치지 않고, 장기불황 이후 누적되어 온 신자유주의의 폐해를 일거에 표출시키는 계기로 작용하였다. 이는 첫째로 거대 내수시장의 침체와 고착화된 수출의존구도 간의 모순이다. 둘째는 고용의 유연성과 안전성의 부조화이다. 이러한 폐해의 표출은 한발 더 나아가 54년만의 역사적 정권교체라는 정치 격변의 촉진제로 작용하였다.
본 연구는 일본 민주당의 ‘우애사회’ 실험을 신자유주의에 대한 반동으로 자리매김하고 그 중핵을 이루는 노동정책을 중심으로 이 실험의 의의와 문제점을 고찰한다. 민주당의 ‘우애사회’ 시도는 정책 공약 중에서도 파견직 위주의 비정규직 보호수준 강화에 중점을 두고 있는 반면 적극적 노동시장정책, 최저임금 인상, 특정층 취업지원, 일?가정 양립 등의 추진 정도는 미약하여, 전반적으로 그 성과를 높이 평가하기 어렵다.
그 이유로 재정위기를 지목할 수 있으나 근본적으로는 정치적 리더십의 위기를 지적하고 싶다. 과거 시대착오적인 케인즈 경제학의 귀결로 심각한 재정위기에 처한 일본 정부는 향후 재정지출을 통해 우애사회 건설에 박차를 가하고자 한다면 공공성의 회복과 동시에 재정건전화를 고려해야 할 것이다. 일본은 앞으로 시장과 정부 간의 역할분담 및 일본이 추구해야 할 복지국가상을 둘러싸고 진지한 성찰이 요청된다 하겠다.Not only was the global financial crisis major blow to the real economy of Japan, but it also exposed explicitly Japan’s troubles from structural reforms based on liberalism and the country’s prolonged recession. First of these ‘troubles’ is the discrepancy between sluggish domestic economy, which still remains second largest in the world economy and heavy dependence on exports for growth. Second is the inconsistency between flexibility and security of employment. No doubt, these troubles b stirred public opinion that led to the historical change of power in the 2009 Lower House election.
The study regards the so-called ‘fraternity’ initiated by the Democratic Party of Japan (hereinafter DPJ) as a counteraction against neo-liberalism and examines the meaning and important points concerning the issue, with focus on employment policy. In terms of actual accomplishment of the fraternity, the DPJ has stressed security for non-regular workers, particularly dispatch of temporary workers. Meanwhile, there was little progress in areas such as affirmative labor market policy, support system for job-seekers and work-life balance in the platform for employment policy. In short, the DPJ can hardly be considered to have shown adequate policy performance.
Although DPJ’s lackluster achievement may be attributable to defects in the fiscal system, most of the responsibility may lie with political leadership. A crucial fact remains that the DPJ has yet to demonstrate a trustworthy fiscal restructuring plan including raising consumer the tax, since fiscal deterioration is a decisive factor that can constrain the government’s role. Consequently, the DPJ administration needs to take into account serious fiscal crisis needs for restoring the public arena with fiscal reform if it is indeed serious about pursuing a fraternal society. It is time for Japan to consider rigorous self- examination regarding the division of labor between the state and market given present fiscal constraints.
