이 논문은 정보 네트워크사회의 인터넷 시민운동의 동학을 정치 행위자인 시민의 변화롤 정치적 기회구조의 재형성이란 차원에서 분석했다. 특히 전통적인 시각에서의 시민에서 20세기의 참여적 시민, 그리고 기존 권위와 질서에 저항하는 시민으로 구분하고 인터넷 시민운동의 특성을 살펴보고자 했다. 그런 맥락에서 연구는 두 가지 측면에서 의미를 찾을 수 있다. 첫째, 기존 연구가 접근하지 않았던 인터넷 시민운동의 등장원인과 동학에 대한 분석을 실시한다. 둘째, 정보네트워크 사회에서 재구성되는 시민성(citizenship) 및 정치적 기회구조(political opportunity structure) 변화와 연계한 분석을 시도한다. 연구의 방법론은 담론에 대한 비판과 평가를 바탕으로 새로운 해석의 틀을 제시하는 비판적 접근법을 사용할 것이다. 따라서 기존 인터넷 시민운동에 대한 비판과 새로운 접근을 제언하는 방식의 문헌연구와 질적 연구방법을 적용한다. 연구결과, 저항적 시민이 디지털화 될 경우 시민참여와 인터넷 시민운동의 새로운 기회를 열어주고 있으며, 시민운동을 촉진할 가능성을 발견했다.The purpose of this study is to explore the dynamism of the Internet civil movement, after change of the citizen and political opportunity structure. Especially this study focuses that the citizens vary according to social development. For this, we classify citizen into duty-free citizen, engaged citizen and protesting citizen. There are general conclusions which can be drawn from the analysis on the development of the Internet civil movement. Citizens was passive in the modern society. However, political actors in the information society has become aggressive. The civic society have a chance to empower through the change of political opportunity structure, after the information society.
