외교정책결정(foreign policy decision-making)에 관한 연구는 정책결정자의 대안선택에 대부분의 관심을 집중해왔다. 그런데 정책결정자의 대안선택은 그의 문제표현(problem representation), 즉 외교정책 문제에 대한 그의 이해를 토대로 하여 이루어진다. 따라서 정책결정자가 대안들을 어떻게 구체화하고 또 선택하였는지를 이해하기 위해서는, 그러한 대안을 가지고 해결하려는 외교정책 문제를 그가 어떻게 이해하고 규정하였는지를 분석하는 것이 필요하고 또 유용하다. 그럼에도 불구하고 외교정책 문제표현에 대한 이론적 논의와 경험적 분석은 아직도 크게 부족한 실정이다. 이에 본 연구에서는 외교정책 문제표현을 분석하기 위한 틀을 제시하고, 또 그것을 적용하여 노태우?노무현 대통령의 작전통제권 전환 문제표현을 비교하고 있다. 노태우?노무현 정부의 작전통제권 전환 결정의 유사?차이점은 상당부분 두 대통령의 문제표현 - 즉, 이들이 작전통제권 전환 문제와 연관되는 목표와 제약 등을 어떻게 이해?규정했는가 - 에 있어서의 유사?차이점에 의해 설명된다. 그리고 대미 및 대북한 이미지와 국내정치적 압력이라는 두 요인이 이들의 작전통제권 전환 문제표현에 직접적인 영향을 미치고 있다. 이 사례연구는 외교정책 문제표현 분석의 유용성을 충분히 뒷받침하고 있는 것으로 보인다.This study aims to suggest a framework for analyzing foreign policy problem representation and its determinants, and compare, employing the framework, the problem representations held by former Presidents Rho Tae-woo and Roh Moo-Hyun, about the transition to a new command relationship between U.S. and Korean forces. The analytical framework suggests that foreign policy decision-making is largely determined by antecedent problem representation, which, in turn, is the product of decision maker's attitudes, beliefs, knowledge and experiences, and his(or her) images of other states, and pressure emanating from domestic political processes. The case-analyses shows that the two Presidents' different decisions on the operational control transition can best be understood by first comparing their representation of the problem.
