이 글은 그람시의 헤게모니 개념에 근거해 세계화 진영에서 ‘자본의 국제주의’
에 저항하는 대안 세계화 진영에서의 ‘탈脫)자본 국제주의’ 운동을 비판적으로 고
찰하고자 한다. 그람시는 서구 자본주의 지배 수단이 강제력과 설득력으로 나뉘
며, 전자는 억압적인 수단을 통해, 후자는 헤게모니를 통해 각각 이뤄진다고 보
았다. 그람시 사상의 독창성은 사회변혁이 단순히 정치적 혁명으로만 이뤄지는
것이 아니라 기존 헤게모니 체제의 붕괴와 더불어 새로운 가치관과 세계관의 확
립이 우선되어야 한다는 점에 있다. 즉, 사회의 전통적인 관계, 문화유형, 생활양
식이 재창조되기 위해선 근본적이고 장기적인 투쟁이 수반해야 하며, 이 과정에
서 획득된 새로운 세계관과 가치관의 지적?도덕적 리더십이 대항헤게모니로 작
용한다는 것이다.
이 글은 또한 지구적 대안 세계화운동의 구심점으로 떠오른 세계사회포럼이
세계화 진영에 맞선 대항 헤게모니 조직으로서 어떤 의미와 가능성을 보여주고
있는지 고찰한다. 그람시의 주장대로 대항 헤게모니가 지적·도덕적·문화적 우
월성에 입각한 설득과 동의에 기초하여 구성된다면, 자본과 권력에 맞선 대안 세
계화 진영의 헤게모니 획득은 비록 시간이 걸리긴 해도 결코 어려운 일이 아닐
것이다.This paper considers the potential of the alternative globalization
movements to impact global institutions from a longer-term strategic point of
view based on the outcomes of World Social Forum (WSF) and the inclusion of
criticism of neo-liberalism in the World Economic Forum (WEF). The WSF is the
internationally symbolic keystone to give strategic direction to the alternative
globalization movements. In this paper critically adopting Gramsci's concept of
hegemony, we seek to analyze the characteristics of WEF and WSF in terms of
hegemony.
Gramsci contrasts the functions of governance (that is, direct, physical
force) and hegemony (or, consent, guidance, ideological control) in order to
distinguish between the two basic types of Western capitalist political control.
Gramsci states that the re-formation of the traditional power structure, culture
forms, and life styles must be accompanied by a fundamental and long-term
resistance, and that the intellectual and moral world view that is newly-acquired during this process is resistance to hegemony. He asserts that such resistance hegemony should develop into comprehensive culture that is accepted by all aspects of life.
Here, we will focus on the potential power of WSF as a resistance to
WEF's dominant hegemony. As Gramsci emphasized, if having cultural,
intellectual, and ideological leadership, it won't be difficult for alternative
globalization groups to obtain resistance hegemony.
