For effective promotion of the green growth policy embodied by the national development paradigm, local government efforts are absolutely essential. However, the promotion of local green growth implementation differs according to the various statuses that the local governments are involved in. This study analyzed the local government’s capacity to influence the green growth policy promotion based on survey responses of 87 local governments. The results of this study have led to the following suggestions. First, to induce them to take a leading role, it should be emphasized that going ‘green’ will contribute to local development. A governing body should be set up to create the infrastructure and markets so that 'green' businesses can sustain themselves financially. Second, it must be emphasized that environmental conservation efforts will also lead to greater economic growth. To ensure smooth operations, there should be a closer cooperation between industrial economic ministries along with the Ministry of Environment and local government. Third, at least in the initial stages, a metropolitan government is required to be the focal point. The metropolitan government should take the initiative in setting up a comprehensive plan for green growth whereas the local government of each jurisdiction must consider how to implement projects through partnership with the metropolitan government. In the end, since organizational structure, corporative governance, and public officials’ attitudes and desires are all highly important for the local government’s green growth policy promotion, it is absolutely necessary to fully grasp the concept of green growth, its purpose, and its advantageous effects, and set up the organizational infrastructure as well as the expansion of the workforce for the relevant departments.
