본 연구는 체제전환국가의 국민건강 위기를 분석하고 있다. 분석결과, 1990년 이전과 비교할 때 1990년대 체제전환국가의 경우 국민건강이 악화된 것으로 나타났다. 체제전환기에 기대수명은 떨어지고 사망률은 증가했다. 이러한 국민건강의 위기는 여성보다 남성에게서 특히 두드러졌다. 또한 체제전환국가의 건강위기는 이들 국가의 소득감소, 영양 수준을 의미하는 과일과 채소 섭취량, 의료접근성을 나타내는 의사수와 밀접한 연관성을 갖는 것으로 나타났다. 본 연구의 정책적 시사점은 급격한 체제전환에 따른 사회적 충격이 국민건강을 심각하게 악화시킬 수 있다는 것이다. 앞으로 민영화 등 대규모 체제전환을 추진하는 경우 사회적 비용을 최소화하는 체제전환의 속도와 방법을 고려할 필요가 있다. 급격한 체제전환에 따른 사회적 비용이 경제적 효율성의 증가로 인한 비용 절감분보다 클 수 있기 때문이다.At present, we possess an incomplete understanding of the various implications of economic transition. Thus, this study makes an attempt to address the causes of health crisis in transition countries by examining effect of privatization on health status in post-socialist states. We employed two regression models: the first model focuses on the differences in health status between post-socialist states in Western Europe and OECD member states; the second model analyzes the different causes of the health crisis. Our econometric evidence provides that the population health in the transition countries was worsening in the transition period: life expectancy dropped and mortality rate increased; the impact of the transition on population health was much sensie among males. As to the causes of the crisis, factors such as national income, nutritional status and health system access are found to be related to health status, while unemployment rate and Gini index do not show statistically significant relationships with population health. The result of this study has led us to the conclusion that 'social shock' from a rapid transition can bring a huge negative impact on population health; therefore, we should consider appropriate speed and path to minimize social cost of transition process. However, the lack of uniform data clearly constrained our ability to do a more thorough statistical analysis, and, consequently, there is a call for future studies to test this relationship empirically with a wider range of data and variables.
