각국의 공공임대주택 성격을 어떻게 규정할 것인가는 서구 주택정책 논의에서는 중요한 쟁
점이 되어 온 바 있다. 이에 대해서는 Kemeny의 임대시장 성격 분류와 Harloe의 공공임대주
택 유형 논의가 고전적인 분석틀이 되고 있다. Kemeny는 공공임대주택이 풍부하여 민간임
대 부문과 경쟁이 가능할 경우 ‘단일임대시장’으로 불렀으며, 이는 또 Harloe의 ‘대중모델’
과 일맥상통하는 성격을 가지고 있다.
그런데 2007년 서울시가 공급을 시작한 장기전세주택(시프트 주택)은 그간 저소득층을
위한 주택으로 간주되던 공공임대주택을 중산층도 이용하는 주택으로 전환한다는 목표를 가지고 있다. 아울러 서울시는 시프트 주택을 통해 기존의 주택소유 중심 패러다임까지 바꾸겠다고 한다. 이런 방향은 Harloe의 ‘대중모델’과 Kemeny의 ‘단일임대시장’을 연상시키고 있다.
이에 본 연구는 시프트 주택 공급을 계기로 Harloe와 Kemeny의 논의를 정리하고, 선진국들과 비교한 우리나라 공공임대주택 정책의 성격을 살펴보고자 했다. 검토 결과, 우리나라 공공임대주택은 적은 물량, 저렴주택 멸실에 따른 대체주택 성격, 저소득층 위주의 입주등으로 인해 전형적인 ‘잔여적 모델’의 성격을 보이고 있다.
시프트 주택은 이러한 잔여적 성격을 극복하려는 목표를 내세우고 있지만, 부동산 경기에 의존한 물량공급, 재개발(뉴타운)사업에 따른 멸실수요 등을 감안할 때 실제로 대중모델화되기는 어렵다. 또한 민간임대시장의 전근대적인 구조가 지속되고 있기 때문에 공공임대주택의 확대가 전반적인 단일임대시장 구조로 이어진다는 보장도 없다. 다만 시프트 주택은 공공임대주택의 이미지 개선과 주택정책의 지방화라는 측면에서 성과를 남겼다.It has long history of discussion on the issue of the characteristics of public housing in the advanced countries. J. Kemeny has defined two types of rental market; unitary rental market system and dual rental market system. M. Harloe also raised issues on public housing system in a different context. Those countries with plenty of public housing stock not only for the lower class were classified as mass model, and the contrary residual model.
Public housing which started in 1989 first in Korea is a typical form of residual
model as the stock is so small and most residents are from lower income group. In addition many of the stock are for the substitution of the shanty housing which destroyed by urban redevelopment program.
Mayor of Seoul Metropolitan City, Oh Se-hoon, however, introduced a new public housing program called shift housing in 2007 which aims at shifting of housing paradigm from ownership to living itself. He pledged to supply as many public housing as possible including for the upper class, which he believes will change the present residualised public housing system to mass model.
This paper discussed the possibility and limits of shift housing, and concludes that it is difficult for the new plan to change the characteristics of public housing. First of all the plan itself still falls short of mass model with respect to its quantity. Moreover the accomplishment of the plan is uncertain as it depends much on the housing boomthat already entered to a depressed period. But the shift housing contributed to improve the image of public housing and enhance localization of housing policy.
