본 연구는 현 정부가 만 5세 아동의 유치원 교육을 초등학교 취학을 통한 무상의무교육으로 전환하는 방안을 적극적으로 검토하는 상황에서 지방자치단체의 유아교육재정의 안정적 확보 및 운용 방안을 모색해 보고자 하였다. 이를 위하여 먼저 유아 교육과 보육 기능에 대한 정부 개입의 방향을 살펴보고, 이어서 만 5세 아동 초등 취학에 대한 주요 논쟁점을 짚어 보았으며, 마지막으로 향후 지방자치단체 지원 방안을 제시하였다.
만 5세 아동 초등학교 취학 정책은 젊은 부부의 보육비와 사교육비 부담을 덜어줘 민간의 소비 여력을 키우고 출산율을 제고하며 미래의 경제활동 인구를 조기에 양성하려는 목적에서 출발하였다. 그러나 저출산 문제는 미래에 대한 불확실성의 증가, 유아교육과 보육에 대한 경제적 부담 증가, 가족의 기능 약화, 가정과 직장 병행 곤란 등이 복합적으로 작용하는 구조적 요인에 근거하고 있으므로 취학연령 하향보다는 ‘유치원’을 ‘유아학교’로 전환하고, 농산어촌 등 소외지역부터 단계적으로 만3~5세를 의무교육화 하는 것이 바람직하다는 주장 등이 제기되는 등 그 반론 또한 다양하다.
따라서 저출산?고령화 현상 해소, 아동 발달과의 부합성, 정부 조기개입을 통한 교육형평성 제고(적극적 복지) 등의 측면에서 본 정책방향을 살펴보고 지방자치단체의 유아교육 지원에 대한 지원체계를 법?제도, 재정, 전략 및 프로그램 측면에서 개선방안을 제시하였다.The purpose of this study is to analyze child care policies, practices, laws and ordinances on early childhood education, find problems, and suggest solutions.
Strengthening Korea's existing child care policies is on top of the list for national agendas. Without sufficient child care policies, our society can't solve low birthrate and prepare for the burdens of an aging society. Korea's birthrate is gradually decreasing and will increasingly be considered at threat to national security. To make matters worse, the average age expectancy is also increasing. In other words, the proportion of the population who are 65 years old and over will increase.
According to many research reports, there are various causes of a society's low birthrate. Korea's problems of a low birthrate and aging society are not caused by an isolated reason, but by job security, income stability, private educational costs, and etc.
In order to solve these problems, this study suggests that local government should establish policies and regulations for supporting early childhood education. Second, local governments should clarify the amount and the use of their funds in their regulations. Lastly, local governments should have the department and programs which mainly handles local early childhood education and evaluating systems.
