경기도 하남지역은 고려 태조 23년(940) 漢州에서 廣州로 명칭이 개칭된 후 성종 2년(983)에 광주목이 설치되면서 목사가 파견되었다. 조선 세종 때에는 수원에 있었던 경기도 관찰사영을 광주 춘궁동 읍치로 옮기고, 경기도 관찰사가 광주목사를 겸임하였다. 이후 광주읍치는 병자호란에 대비하기 위해 인조 4년(1626) 남한산성으로 옮겨가게 되었고, 춘궁동 읍치는 古邑으로 표기되었다. 따라서 조선 후기에 작성된 모든 지리지와 古地圖는 하남시 춘궁동을 광주부의 읍치가 위치했던 곳으로 기록, 표시하고 있다.
그런데 일제시기에 작성된 『조선고적조사보고서』는 춘궁동 읍치 외에 중대면에도 읍치가 있었을 가능성을 제기하였다. 보고서에서 제기한 중대면 읍치의 근거는 『丙子錄』에 있는 내용 중 인조가 남한산성의 서문으로 나왔고, 고읍을 거쳐 삼전도의 수항단에 이르렀다는 것인데, 실제로 북문이 아닌 서문을 나와서는 동부면 읍치를 지나갈 수 없기 때문이다.
필자가 조사해 본 결과, 이와 같은 내용은 국립중앙도서관이 소장하고 있는 『병자록』(간행자, 연대 미상) 외에도 『承政院日記』, 『南漢日記』, 1928년 朝鮮博文社에서 발간한 『壬辰及丙子錄』에도 같은 내용이 기록되어 있음을 알 수 있었다. 따라서 『승정원일기』의 기록대로 중대면에 읍치가 설치되었다면, 그 시기는 동부면 읍치보다 이전이거나, 아니면 동부면 읍치 설치 후 어떤 이유로 일시 읍치가 이동되었을 가능성을 생각해볼 수 있다.
동부면의 읍치 설치는 『동국여지지』나 『허백당집』에 관아나 객사 모두 고려 때 설치되었던 것으로 기록하고 있으나, 고려 어느 시기인지에 대해서는 언급이 없다. 따라서 그 구체적인 시기를 고려 태조 23년(940) 광주로 명칭이 개칭되었을 때이거나, 또는 성종 2년(983) 목사가 파견되기 시작했을 때로 추정하기도 한다. 그러나 교산동 건물지의 출토유물 중 ‘광주객사’銘 기와가 출토되는 층이 여말선초 층이고, 광주향교 전사청, 제기고 발굴에서 출토된 유물의 중심연대도 고려 말기인 14세기경이다. 또한 수복사 부지 발굴에서도 ‘泰定廣州’, ‘二年客舍’ ‘泰定二年’명 기와도 출토되었는데, 이 泰定二年은 원나라의 연호로 고려 충숙왕 12년(1325)이다. 따라서 동부면 읍치도 고려 초에 바로 설치된 것으로 보이지는 않는다. 따라서 동부면 읍치의 설치 이전에 중대면에 읍치가 있었다고 한다면 이는 고려 초 중기 이전이어야 할 것으로 생각된다.
다음으로 인조대 읍치를 남한산성으로 옮긴 후에도 산성 안에는 행궁과 객사만 세웠을 뿐 나머지 관아 건물들, 즉 좌전, 제승헌, 수어영, 좌승당, 일장각 등은 모두 18~19세기에 지어진 것을 볼 때, 남한산성이 읍치로서의 기능을 제대로 수행하지 못했을 것으로 보인다. 교산동 건물지 마지막 층인 3기층에서는 숙종대 이후의 유물이 출토되고 있고, 광주향교 역시 고읍에 이건하는 시기 역시 숙종 이후인 것으로 보아 행정적인 업무는 고읍에서 어느 정도 계속 되었던 것이 아닌가 싶다. 이는 인조대 이후 광주지방 행정체제와도 관계가 있을 것으로 생각되는데, 즉 인조 즉위 후 광주는 유수겸수어사 체제가 되었다가 인조 8년(1630) 부윤체제로 복귀되고, 다시 숙종 16년(1690) 유수겸수어사 체제로 환원되었다가 숙종 25년(1699) 다시 부윤체제로 되돌아가는 등 변동이 많았기 때문이다.Chungung-dong, Hanam-si, Gyeonggi-do is the place where Gwangju Eupchi existed in the period from Goryeo to Joseon. However, 『Joseon Historical Research Report』 written in the Japanese colonial period presented the possibility of the existence of Eupchi in Joongdae-myeon (present Songpa-gu) in addition to Chungung-dong Eupchi. The evidence for Joongdae-myeon Eupchi presented in the report is that although Injo appeared through west door of Namhan Sansung and passed Goeup to reach Suhangdan of Samjeondo, it is actually impossible to pass by Dongbu-myeon (present Hanam-si) Eupchi when exiting from the west door instead of the north door.
Although Dongbu-myeon Eupchi is recorded to have been installed during the Goryeo Dynasty, there is no mention on which period of Goryeo. Thus, it is assumed as the period of Goryeo Taejo year 23 (940) when the name was changed to Gwangju, or Seongjong year 2 (983) during the sending of pastors. However, the excavation of 'Gwangju Gaeksa'銘 roof tile among excavated relics of Gyosan-dong building was in late Goryeo to early Joseon, while central chronology of relics excavated from Gwangju Hyanggyo Jeonsa-cheong, and Jaegigo was in the 14th century, the latter part of Goryeo. Furthermore, ‘泰定廣州’, ‘二年客舍’ ‘泰定二年’ roof tiles were also excavated in Sooboksa site excavation, and this 泰定二年 is Goryeo King Chungsuk year 12 (1325) in Chinese year. Thus, Dongbu-myeon Eupchi is not regarded to have been installed in the early years of Goryeo. If Joongdae-myeon Eupchi existed before the installation of Dongbu-myeon Eupchi, this can be regarded as the period before the early-mid period of Goryeo.
When considering the fact that only Haenggung and Gaeksa were built in Sansung even after the movement of Injodae Eupchi to Namhan Sansung and the fact that remaining Gwana buildings, thus Jwacheon, Jaeseungheon, Sooeoyoung, Jwaseungdang, and Iljanggak were all built in the 18~19th century, Namhan Sansung is regarded to have failed in performing its function as Eupchi. By observing the fact that relics after Sookjongdae in the last building phase of Gyosandong are being excavated, and that the Goeup transfer period of Gwangju Hyanggyo was after Sookjong, considerable administrative duties are regarded to have continued in Goeup. This is regarded to have a relationship with Gwangju province administrative system after Injodae. Thus, there have been many alterations, such as Gwangju becoming a Yoosugyeomsooeosa system after Injo ascension, returning to Injo year 8 (1630) Booyoon system, converting to Yoosugyeomsooeosa system in Sookjong year 16 (1690), and returning to Booyoon system in Sookjong year 25 (1699).
