글로벌 금융위기 이후 국내기업의 해외 경영여건 악화와 중국?베트남 등 아시아 진출국의 투자 매력도 약화로 해외진출기업들이 국내로의 U턴(해외투자철수)에 대해 관심이 높아지고 있다. 그러나 최근 들어 각 지자체 차원에서 지역경제 활성화 대책의 일환으로 제기되고 있는 해외진출기업의 국내 U턴에 대한 관심 증대에 비해, 기업차원의 대응전략과 정부차원의 지원정책 수립은 상대적으로 더딘 수준으로 평가되고 있다. 이에 본 연구에서는 시장진입전략, 경쟁력, 재무요인, 기업규모, 선발자의 이득 등과 같은 해외진출기업의 국내 U턴 결정요인에 대한 실증분석에 기초하여 기업차원의 대응전략과 정부차원의 정책적 시사점을 도출하고자 하였다.
이항 로지스틱 모형을 통한 실증분석 결과에 따르면, 투자규모(시장진입전략), 주력제품특성(경쟁력), 자본금(재무요인), 총종업원수가(기업규모)가 현지기업의 국내 U턴의 결정하는 요인으로서 통계적으로 유의한 것으로 나타났다. 특히 현지법인의 투자규모가 작고 저가의 사양제품을 생산하는 업체일수록, U턴 가능성이 높은 것으로 분석되는 바, 해외진출 기업의 지속적인 경쟁력을 유지를 위해서는 투자규모 확대와 기술경쟁력 확보가 중요하며, 정부차원에서 U턴 기업의 기술 및 가격경쟁력 제고를 통한 연착륙 지원이 필요한 것으로 판단된다. 또한 현지법인의 자본금 규모가 클수록 U턴 가능성이 높은 것으로 분석되는 바, U턴이 현실화될 경우 한국에서의 투자확대에 기여할 가능성이 높을 것으로 예상된다. 마지막으로 현지법인의 인건비 부담 증가에도 불구하고 총종업원수가 많을수록 U턴 가능성은 오히려 낮은 것으로 분석되는 바, 국내업체들이 해외 현지에서 고용유지에 애로가 많을 것으로 사료되며, 이들 고용유지형 현지법인의 U턴이 가시화 된다면 향후 국내 고용창출에도 큰 기여를 할 것으로 기대된다.Since the global financial crisis, the factors attracting the foreign direct investment of Korean enterprises have been weakened due to the change of Asian markets such as China and Vietnam. Since 2004, there has been more interest in which overseas local subsidiaries make a U-turn to the domestic market. The media has indicated that the government policy is not enough to support those from 2009. The interests returning to the domestic market continues to be raised in terms of the economic revitalization of local government in 2011. This study empirically analyzes the factors determining U-turn to the domestic market by local subsidiaries in the overseas market with binomial logistic model. It also derives implementations in terms of enterprises and government.
The results of the empirical analysis are as follows: the larger investment of oversea affiliated company, the fewer those making U-turn to the domestic market. In addition, the overseas affiliated company producing the fading products or whose competitiveness is only the low cost are more likely to make a U-turn. On the other hand, the larger capital stock of overseas affiliated company has, the higher possibility of making a U-turn. Although the overseas affiliated companies have the burden of high labor costs as the total number of employees is larger, it is reported that they have lower possibility to make a U-turn.
