The post-evaluation for the road construction projects was introduced in 2001. Every single road project of which construction cost was over the 50 billion won was subject to be evaluated. The main purposes of the evaluation were to investigate whether the proposed road project played the intended functions and the extent to which all the related estimates were reliable. Among the various performance evaluation index, there were indirect effect evaluation index which included land price change, regional development and so on. In this study we intended to develop the land change rate index for national highway projects. Data were collected from post-evaluation results of 19 national highway projects. The land price change data were collected whthin 500m radius of the road projects and compared. The results showed that land price change rate were different depending on the types of construction and average the duration of land price change were between 4 and 6 years. Based on these results we developed the land price change rate index To verify the index, the index were applied to the real 19 national highway project and the results showed that seemed the index was likely to explain relatively well the land price change due to national highway projects.
