본 논문은 리스본조약이 EU의 대외적 대표성 변화에 미친 영향에 대해 연구하고 있다.
리스본조약의 발효에 따라 EU의 대외적 대표성과 의사결정의 효율성 그리고 정책적 일관
성이 강화된 것은 분명하다. 하지만 리스본조약의 발효에 따라 EU의 초국가성이 강화되며
정치적 통합의 수준이 높아졌다는 일반적 인식과는 달리, 대외관계 영역에서는 여전히 정
부간주의적 성격이 유지되거나 오히려 강화되는 경향이 발견되고 있다. 그리고 리스본조
약 이후 EU 대외정책의 결정과 집행과정의 효율성이 제고된 점은 분명하지만, 동시에 정
책과정이 더욱 복잡해지고 정책권한의 구분이 모호해진 측면도 있다. 더욱이 리스본조약
발효 이후 EU의 대외적 대표성이 한층 강화된 것은 분명하지만, 그 사실 자체만으로 대외
관계의 핵심 분야인 외교안보정책분야에서 EU의 초국가성이 강화되었다고 결론짓기는 어렵다. 오히려 리스본조약에 의해 공동외교안보정책에 관련한 EU 회원국의 배타적 정책권
한이 재차 확인, 인정됨으로써 정부간주의적 특성이 보다 확고해진 결과가 나타난 것으로
고려된다.This article aims to analyse the changes in the EU’s external representation
after the Lisbon Treaty. The Lisbon Treaty is expected to improve the EU’s
external representation, the coherence and effectiveness of its external policies,
and its visibility in international affairs. However, although it is clear that the
Lisbon Treaty provides the EU with better institutional framework for the foreign
policy-making and its implementation, its policy process and foreign diplomacy
have, to some extent, become even more complicated due to the possible
duplication in the external relations responsibilities among the various policy
actors involved. Furthermore, while it is often thought that the EU’s supranational
nature and political credibility will be enhanced with the entry force of the Lisbon
Treaty, the intergovernmental nature of its foreign and security policy process
remain largely unchanged. This implies that the Lisbon Treaty dose not bring
fundamental changes to the EU's intergovernmental nature in the area of the
Common Foreign and Security Policy. Rather, it is still the member states who
have the ultimate power to make decisions on the EU’s foreign and security
policy.
