Previous studies have shown contrasting results when investigating the effects of the fiscal performance of local governments on local elections. This paper intends to develop an empirical model that can be used to explain these contrasting results. Estimations of the new model reveal that political competition plays the role of a moderating variable. Better fiscal performance enhances the number of votes for incumbents when they face severe political competition. In contrast, good fiscal conditions lower the number of votes for incumbents when the political competition is weak. Therefore, the contrasting results of the previous studies can be integrated into the newly developed model.
