본 연구는 공적연금의 자산배분 중 위험자산에 해당하는 주식에 대한 배분비중에 영향을 미치는 요인들을 국가 간 차이를 중심으로 살펴보고자 한다. 이를 위해 2001년부터 2007년까지의 OECD자료와 Transparency International에서 제공하는 부패인식지수(Corruption Perception Index)와 Heritage Foundation에서 제공하는 경제자유지수(Index of Economic Freedom)를 사용하여 분석을 수행하였다. 그 결과 부패인식지수가 높아 국가의 투명성이 높을수록, 또한 경제적 자유가 높을수록 주식배분 비중이 높은 것을 확인할 수 있었다. 이는 투명성이 낮은 국가에서는 위험자산에의 투자를 기피하고 안정성이 높은 투자 위주로 운용하고 있음을 의미한다. 국가별 연령수준에 대한 대리변수로 노인부양 비율과 합계출산율을 이용하였는데 노인부양 비율의 경우는 대부분의 분석에서 유의하지 않게 나온 반면 합계출산율은 유의한 양의 계수를 보여 낮은 합계출산율이 의미하는 향후 고령화에 대한 높은 우려와 그에 따른 연금자산의 무위험자산 위주 운용을 실증적으로 확인할 수 있었다. 또한 기금규모가 클수록 주식에 대한 배분비중이 커지는 것을 볼 수 있었다. 한편 공적연금의 적립기금이 SPRF인 경우 SSRF보다 높은 주식배분 비중을 보임을 볼 수 있었다. 이는 SPRF의 설립목적이 향후 연금재정 악화를 대비하기 위한 것이기 때문에 재정확충이라는 목표를 위해 SSRF보다 적극적으로 수익률을 높이고자 노력하면서 고위험-고수익 자산인 주식투자에 더욱 적극적으로 나선 것으로 해석된다. 이밖에 사적연금영역이 공적연금영역보다 낮은 주식배분 비중을 보이는 것으로 나타났다. 법률환경의 경우 영미기원 및 우리나라가 속한 독일기원 국가들보다 프랑스 및 스칸디나비아 기원 국가들이 유의하게 낮은 주식배분 비중을 가지고 있는 것으로 나타났다.We investigate the international differences as the main factor affecting the asset allocation of public pension, especially focused on stock allocation ratio. For the analysis, we use OECD data, the Corruption Perception Index of Transparency International and the Index of Economic Freedom from Heritage Foundation during the period 2001~2007. As results, countries that have higher CPI and IEF, which means more transparent and economically free countries, also maintain higher stock allocation. It means that less transparent countries invest riskless and stable assets more and risky assets less. Also we found that countries with lower total fertility ratio which means nation goes older have lower stock allocation. It confirms the positive relation between age and risk aversion already stated in literatures. And we found that pensions with larger fund size and SPRF-type have higher stock allocation. We conclude that SPRF-type pensions take more risks for preparing the fiscal imbalances caused by demographic ageing. Finally we found that private pension area has lower stock allocation and countries with english and german origin law have higher stock allocation.
