학교 수준에서 학업성취도를 통하여 교육의 책무성을 확인할 경우 어떤 변인들이 투입 변인과 과정 변인으로 기능하여 학업 성취도라는 결과를 설명하는지에 대한 구조 관계를 이해하는 것은 ‘공정한 비교’를 통한 책무성 평가의 기초를 마련한다는 점에 있어 매우 중요하다. 본 연구에서는 선행 연구에서 중요성이 강조된 변인들 가운데 2009년도 학업성취도 평가 전수 자료에서 활용 가능한 변인들을 중심으로 학생들의 학습 태도 및 학업 성취에 영향을 주는 학교 수준의 투입 변수와 과정 변수를 선정하여 각 변인들 간의 구조적 관계를 설정하고, 설정된 모형의 적합성을 분석하였다. 그 결과, 초?중?고 모든 학교급에서 학업성취에 가장 큰 영향을 미치는 변인은 학교의 사회경제적 지위와 학교 풍토, 학습 태도 등으로 나타났으며, 이러한 변인이 학업성취에 미치는 효과의 크기는 초등학교보다는 중학교, 중학교보다는 고등학교에서 더 높게 나타났다. 학교장의 행정 전문성 및 지도성은 초등학교에서, 그리고 교원 특성은 모든 학교급에서 학업성취 향상에 긍정적인 효과를 가지는 것으로 나타났다. 학습부진 학생들을 위한 학력 향상 프로그램 제공과 수준별 이동 수업 운영의 충실성은 초등학교에서만 학습 태도와 학업성취도를 높이는 데 긍정적인 효과를 나타냈으며, 고등학교의 경우는 학업 성취도가 중하위권인 학교의 경우에만 수준별 이동 수업의 효과가 있는 것으로 나타났다. 교원 전문성 향상을 위한 노력은 학습태도나 학업성취에 직접적인 효과를 나타내지는 않았지만, 학교풍토나 학습태도를 통하여 학업성취를 간접적으로 향상시키는 것으로 나타났다.Understanding relationships among variables explaining student's academic achievement is an important task that serves as an evidence for determining factors to consider when evaluating school accountability. As a way of understanding the relationships, a structural equation model consisting of school-level input, process, and output variables was specified and analyzed. Specifically, school-level SES, characteristics of principals including supervisor career and school supervision behavior, and characteristics of teachers such as years of teacher experiences were considered as input variables; budget distribution, educational programs designed for students with academic help, ability grouping, professional development programs, school climate, and students' overall academic attitudes were considered as process variables; and school-level academic achievement represented by NAEA scale scores in language arts, mathematics, and English was considered as an output variable. The proposed model was evaluated for its validity through SEM analyses. As a result, it was observed that school SES, school climate, and students' academic attitudes were the most significant factors explaining school-level academic achievement, and the magnitude of the effect increased as the school level increased. Effects of characteristics of principals on academic achievement were significant only for elementary school level, whereas characteristics of teachers had significant positive effects on achievement for all school levels. Offering special programs for students with academic help and placing students with similar academic ability together for instruction had positive effects on improving students' achievement only for the elementary school level, while the practice had a slight but positive effects on achievement for the high school students with lower academic ability. Providing teachers with professional development programs tailored to teachers' specific needs did not manifest a direct effect on academic achievement, but showed indirect effects though mediations of school climate and academic attitudes.
