이 연구는 건국과정에서 이승만의 역할을 올바르게 평가하기 위한 기초 작업으로 이승만과 하지간의 갈등과 협력 관계를 분석하려는 것이다. 이 연구는 기본적으로 다음과 같은 질문에 해답을 구하고자 한다: 1) 이승만은 단순히 미국의 정책을 추종하는데 불과하였나, 그렇지 않으면 자기 자신의 정치적 목표가 있었나?; 2) 이승만과 미국 정부의 관계는 어떠했나? 특히 미국의 대한반도 정책 수립과 집행과정에서 미군정 책임자 하지와 이승만은 어떤 관계를 형성해 나왔나? 이 연구의 핵심 주장을 요약하면 첫째,이승만은 1895년 배재학당에 입학하여 선교사로부터 미국 교육을 받은 후 일찍이 미국숭배자가 되었지만 그가 단순히 친미사대주의자가 아니라 용미주의자(用美主義者)로서 특히 해방직후 미국의 대한반도정책이 유동적인 상황에서 이승만은 자신의 구상을 펼치기 위해 미군정은 물론 미국정부와 반목을 거듭했다. 둘째, 해방직후 미국의 대한반도정책은 처음부터 남한에 친미정권을 수립하려고 했던 것이 아니라 3단계에 걸쳐 변화를 보여주었다. 처음에는 미국이 소련과 협력하여 신탁통치를 실시하려고 했으나 우파세력의 결사적인 반대로 어려워지자 1946년 봄부터 좌우합작을 통해 남북한 통일정부를 수립하려고 했으나 좌우합작 세력의 약세로 인해 진퇴양난에 빠진 가운데 중국의 공산화 등으로 인해 한국의 전략적 가치가 줄어듦에 따라 1947년 가을부터 미국이 유엔을 통해 남한 내 단독정부 수립을 추진하였다. 마지막으로 미국의 대한반도 정책이 진화하는 과정에서 미군정 책임자인 하지는 초기에 이승만을 이용하여 남한 주민들의 지지를 얻으려고 노력했으나 이승만의 확고부동한 반공산주의 태도와 즉각적인 독립 주장 때문에 갈등과 반목이 커져 서로 견원지간(犬猿之間)이 되었으나 미군정을 종식시
키기 위해 할 수 없이 이승만의 집권을 허용하였다.The major purpose of this paper is to analyze the evolution of the relationship between Dr. Syngman Rhee and General John R. Hodge in formulating and implementing the U.S. policy toward the Korean peninsula during the period of the American military government, 1945-1948. The major arguments of this paper include that: 1) Dr. Syngman Rhee did not simply follow American dictates, but successfully pursued his own political agenda of immediately founding an anti-communist state in South Korea under the volatile
political environments around the Korean peninsula during this period; 2) the U.S. policy toward the Korean peninsula was not fixed, but gradually evolved through three phases: first trusteeship policy, then making a coalition of the right and left political forces, finally installing an independent state in South Korea through the United Nations-sponsored general elections; 3) the relationship of Dr. Syngman Rhee-General Hodge was also changed through three phases: initially a good one, next a confrontational one, then finally
reluctant partnership. Since their political interests and personalities are quite different, they could not fully cooperate. However, they eventually kept their reluctant partnership, mainly because one could not have political power enough to eliminate the other.
