미국 중간선거에서 대통령이 소속된 집권당의 패배는 ‘단순한 경향’을 넘어 일종의 규칙성을 띠고 나타난다. 2010년 중간선거의 결과도 민주당이 하원에서 63석, 상원의 6석을 상실함으로서 1938년 이래 집권당 최대의 참패를 기록하였다. 이 글은 민주당이 패배하였다는 점 보다는, 민주당이 왜 그렇게 심하게 패배하였는지에 초점을 맞추고, 그 핵심요인으로 2008년 금융위기와 그 여파에 따른 미국 경제의 더딘 회복에 주목한다. 먼저 2010년 중간선거 당시의 미국 경제적 상황이 어떠하였는지를 실업률과 장기실업자 비중, 연방정부의 재정적자 추이 등의 실질지표와 소비자 안심지수(CCI), ‘미국의 현재에 대한 평가’ 등의 유권자 체감지표를 통해 살펴본다. 또한 선거직후 실시된 출구조사의 경제관련 항목의 분석을 통해 유권자의 표심이 금번 중간선거에 어떻게 반영되었는지를 논의한다. 더하여 향후 경제가 오바마의 2012년 재선가도에 긍정적으로 작용할지를 경기회복과 고용정상화의 측면에서 전망해본다.How do we explain the democratic party's hefty loss in the 2010 midterm election? The Midterm loss for incumbent party has been rather a regularity than simple pattern in American politics during the post-war era. However, the incumbent democrats have lost record 63-seat in the House of Representatives and 6-seat in the Senate. This paper pays attention to how the democratic party was defeated to a degree and emphasizes 2008 financial crisis and its aftermath as the core factor. This paper first shows how bad the state of American economy has been wrecked during the period between 2008 to 2010, using diverse economic indicators including unemployment rates, the number of long-term unemployed workers, budget deficit, the consumer comfort index(CCI), and voters' evaluation on the state of economy. The post-election exit poll result is analyzed especially about the questionaires of economy and voters' evaluation on the president's performance. Then, the paper discusses how the pace of economic recovery and job creations will influence the President Obama's run for 2012 reelection.
