1990년대 북한의 시장 확대의 기본 동력은 정권 기관의 상업적 활동이었다. 이와 같은 시장 확대는 정치적 자본주의라는 개념으로 분석될 수 있다. 정치적 자본주의란 이윤을 창출하는 특권적 기회를 국가가 관리하는 시장활동을 의미한다. 이러한 시장활동은 이미 1977년 중앙당 외화벌이로부터 시작되었다. 1990년대 급격한 재정악화에 직면한 북한정권은 당, 군, 정의 각종 기관들이 외화벌이와 시장 활동을 통해 예산을 자체로 벌도록 방임 또는 장려했다. 각종 기관은 이러한 기회를 적극적으로 활용하여 상업적 활동에 개입했으며, 각종 간부는 부정부패를 통해 치부(致富)했다. 가장 큰 수혜자는 군부였다. 1995년 선군정치의 개시와 함께 북한의 시장은 급팽창했고, 군부는 많은 특혜를 부여받았고 기회를 활용했다. 물론 1990년대 시장 확대는 정권에 많은 도전을 제기했으며, 정권은 이에 선택적으로 강압을 통해 대응했다.During the market expansion in the 1990s, commercial activities of party-state

On their part, the party-state agencies took advantage of the opportunities and actively took part in commercial activities. The party-state officials also manipulated their host agencies commercial activities for personal enrichment thorough corruption. The military profited most from commercial activities. The start of the ‘military first politics’ in 1995 coincided with rapid market expansion. The ‘military first politics’ legitimized for the military to play the privileged role in the market expansion.
