본 연구는 한국노동연구원의「사업체패널조사」1∼2차 자료를 이용하여 노동조합의 성장이 정체 국면에 들어선 것으로 보이는 2000년대 중반의 우리나라에서 노동조합의 존재가 임금체계에 어떤 영향을 주는지를 비교하는 실증분석을 실시하였다. 연구 모형은 생산직의 연공급, 직능급, 직무급, 고과별 임금차등, 연봉제, 이익·성과배분제 등 임금체계의 도입 여부를 종속변수로 하는 로짓 모형이었다. 본 연구의 분석결과들은 2000년대 중반 노동조합의 성장둔화 현상이 발견되고 있지만 노동조합의 임금체계에 대한 영향력은 여전히 남아 있음을 시사하고 있다. 유노조기업과 무노조기업에서 모두 생산직 근로자의 지배적인 임금체계는 연공급이고 노동조합의 존재가 연공급의 유지에 긍정적인 기여를 하고 있으며, 무노조기업에서도 연공급이 증가하고 있어서 연공급제도적 관성이 존재하고 있음이 확인되고 있다. 그와 동시에 본 연구의 분석결과는 2000년대 중반의 특징적인 임금체계 변화는 성과급 체계의 확산이고, 그 중 개인별 성과급제에 대해서는 노동조합의 존재가 부정적인 영향을 미치고 있음을 보이고 있다. 부분적으로 직능급과 직무급 등의 기본급체계도 도입되고 있지만, 그것들이 노동조합의 존재에 의해서 영향을 받고 있지는 않은 것으로 확인되고 있다. 마지막으로 임금체계의 도입에 한국노총 계열 노동조합의 영향이 가장 크고 비가맹노조의 영향이 가장 작은 것으로 확인되고 있다.This study carries out an empirical analysis of the effects of trade union on pay structures for the production workers in the mid-2000s in Korea, using the first two rounds of the Korean Workplace Panel Data. Its statistical models are logit models with the adoption of seniority-based, skill-based, job-based, merit-based pays, and profit sharing as their dependent variables. Results of this study indicate that trade unions retain influences on pay structures even in the stagnated period. The dominant pay structure for the production workers is the seniority-based pay in both the unionized and the non-unionized sectors, and trade unions have positive effects on the existence of the seniority-based pay. Surprisingly the seniority-based pay has institutional resilience in that it increases back even in the non-unionized sector. The most prominent trend of pay structures in the mid-2000s is the diffusion of the performance-based pay, and trade unions have negative effects on the individualized performance pay. Skill-based and job-based pays are adopted in some firms, but their adoption are not affected by trade unions. Finally KFTU-affiliated unions have the highest effects on the pay structures changes and independent unions have the least.
