이 연구의 목적은 우리나라 유료방송 PP 사업자들의 성장을 저해하는 요인들을 식별하고 그 해법을 모색하는데 있다. 특히 이 연구는 우리나라 유료방송 시장에 대한 비합리적 규제 정책이 왜곡된 PP 시장구조 및 행위의 주원인이라고 보고, 유료방송 구조 및 행위 규제정책의 세부적인 문제점들을 검토해보았다. 이를 토대로 다음과 같은 정책방안을 제안한다. 첫째, PP 등록요건의 강화가 필요하다. 현행 등록조건인 자본금 5억원은 콘텐츠 제작 현실을 반영하지 못하고 있다. 둘째, 규모 있는 MPP(multiple program provider) 사업자의 등장을 원천봉쇄하는 채널 소유규제 및 채널운영규제를 완화해야 한다. 셋째, PP에 대한 수신료 배분을 정상화해야 한다. 이를 위해 명확한 회계분리 규정, 금지행위 규정이 마련되어야 한다. 넷째, PP의 자체제작 비율 및 본방송 비율기준이 마련되어야 한다. 마지막으로, 현 시점에서 지상파, 위성, SO, 보도 PP만을 대상으로 실시되는 방송평가제를 일반 PP 사업자들로까지 확대할 필요가 있다. 이러한 정책적 조치들은 가능한 동시적으로 추진될 때 그 성과가 극대화될 것이다.The purpose of this study is to investigate the factors that hinder the development of PPs (Program Providers) in Korean Pay-TV market and to elaborate the solutions for them. Especially, this study sees that the irrational Pay-TV regulatory policies are the main causes of distorted PP market structure and behavior. In this vein, this study reviewed the details of the structural and behavioral regulatory policies of Pay-TV.
Based on the review, this study suggests the following policy measures. First, the current PP-registration requirements, initial capital of 500 milion won, need to be strengthened. It fails to reflect the actual conditions of program production. Second, the restrictions of channel ownership and channel management which seal off the emersion of large-scale MPPs (multiple program providers) should lessened. Third, the distribution of subscription fee to PP requires be rationalized. To achieve this, strict accounting separation and prohibited acts regulation are required. Fourth, the self-producing program quota and the first-run program quota of PP programming needs to be set up. Lastly, the broadcast evaluation system that covers network TV, satellite TV, SOs(system operators) and news PPs as of now, needs to be expanded to general PPs.
These policy measures are necessary to push forward as concurrently as possible in order to maximize the effect. The ultimate purpose of them should focus on pay-TV market normalization through promoting competitive PPs
