정부지출과 경제성장의 관계는 많은 사람들의 주목을 끌었음에도 불구하고, 아직 상반된 견해가 공존하고 있다. 또한, 정부지출과 경제성장의 관계를 살펴본 기존의 연구들은 대부분 총지출이 경제에 미치는 영향에 초점을 맞추고 있다. 정부지출의 종류를 분류하고 이것들이 각각 다른 영향을 초래할 것이라는 연구도 간간이 시도되었으나, 분류의 단순성과 자의성이라는 한계를 벗어나지 못하고 있다. 이 연구는 기존연구의 이와 같은 공백을 메우고자 하는 데에서 출발하여, 정부지출을 둘러싼 행위자들의 행태를 모형화 하였다. 일반국민의 투표행위와 관련된 제도적 여건과 이익집단의 활동에 따라 정부지출의 종류가 어떻게 결정되는 지를 살펴본 결과, 제도적 여건이 성숙될수록 정부의 투자지출 비중이 증가하는 반면 이익집단의 활동이 자유로울수록 소비지출 비중이 늘어나는 것으로 나타났다. 정부의 투자지출 비중 증가는 경제에 순영향을 미치게 되며, 반대로 소비지출의 증가는 악영향을 초래한다. 그러므로 제도적 여건의 성숙은 경제 성장을 촉진하는 반면, 이익집단의 활성화는 경제를 악화시키게 된다.There exist opposing views despite many researchers have focused on the relationship between government spending and economic growth. This study tries to give a more definite answer to the relationship between them, modelling the behavior of actors surrounding government expenditure. The main results show that as institutional conditions mature the proportion of government investment spending increases. Where interests groups are active, the proportion of government consumption spending increases. It is also shown that an increase in the proportion of government investment spending improves the economy whereas government consumption spending carries adverse effects. The maturation of the institutional conditions, therefore, promotes economic growth while interest group acitivities exacerbates the economy.
