포항제철은 박정희시대 한일경제관계의 발전궤적과 성격을 상징적으로 반영하고 있다. 박정희시대의 한일관계의 성격을 둘러싸고 연속성-단절성 논쟁이 진행되어 왔고, 같은 맥락에서 포항제철에 대한 해석도 진행된 바 있다. 프라잉기즈 모델, 상품주기론, 연속론과 개발국가론, 냉전형 발전모델론, 네트워크 파워론 등이 한일 경제관계를 보는 시각들이라 할 수 있는데, 이들은 포항제철을 해석하는데도 원용될 수 있다. 포항제철이 일본모델로 부터의 연속의 열매인지, 아니면 일본으로부터의 단절적 계기가 되었는지가 이 논문의 출발점이다. 자금과 기술지원, 그리고 무역과 경제협력 등 한일 간에 형성되었던 당시의 전반적인 경제관계와 구조를 고려하면 연속의 측면을 부인할 수 없지만, 한국의 발전전략과 정책이념 등을 보면 포항제철이 지속적으로 단절과 혁신의 계기를 만들어 갔다고 재해석 할 수 있다. 박정희와 박태준 등 한국의 행위자들이 국제경제적 구조를 극복하기 위하여 선택한 경제제도와 전략은 포항제철이 단절의 계기들을 만드는 정치경제적 원동력이었다.POSCO is a miniature of the developmental state model of Korea reflecting the political dynamics and development trajectory for Korea-Japan economic relations in the Park Chung Hee era. Continuity vs. discontinuity thesis has formed a main contending debate on the historical template of Korea-Japan relations and the genesis of POSCO and the steel industry in Korea. Flying geese model, product life cycle theory, developmental state theory, cold-war model of development, and network power thesis are conventional wisdoms on Korea-Japan economic relations. We can apply these perspectives in the re-interpretation of POSCO as well. This study begins with the question whether POSCO is a continuity fruit from the Japanese model or it served as the momentum to break the path dependence. Considering the overall pattern of economic relations and structure including Japan's support of construction fund and technology, trade and economic cooperation, which were formed between Korea and Japan during Park Chung Hee era, we cannot deny the continuity thesis. However, development strategies and policy ideas that Park Chung Hee government had adopted make us have a reinterpretation that POSCO has coherently created momenta for discontinuity and innovation. Economic institutions, policy choices and political strategies chosen by key decision makers in Korea such as Park Chung Hee and Park Tae-joon to overcome the international structural constraints, has broken the path dependence of POSCO by generating and accumulating critical and dynamic momenta for core competence and innovation.
