A new airport project in south east of Korean Peninsula(so called DongNamKwon SinGongHang) has been one of the most popular and controversial policies. It was proposed by presidential candidate Mr. MB Lee as the project to be proceeded while he would be in chair of presidency. Two local government, Busan and Milyang, had competed to bring it into their territory. But the MLTM(Ministry of Land, Transport and Marine Affairs) canceled it due to the lack of economic efficiency, that arose loud dispute. This study analyzed the policy network of this project from the proposal to cancelation. Through the study, three important points on policy-making process are identified. Firstly, the policy proposal on election must be carefully evaluated by the authorized and specialized agency and exposed to the public to guarantee the feasibility. Secondly, the local government, partner of the potential project, should be a financial partner to defray the construction cost. Thirdly, an agency needs to be established to arbitrate in a dispute between local governments and interest groups. Without consideration of these points, controversial policies can cause a disagreements and antagonization, under which collaboratvie governance factors are hardly seen. Finally, the social capital should be improved in policy-network as well as its environments, and that is to be a very important factor in upgrading the social system of Korean society as well.
