정부신뢰에 대한 상당한 연구가 이루어졌음에도 불구하고 여전히 지방정부의 신뢰에 대한 연구는 부족한 실정이다. 해외의 경우 중앙정부뿐만 아니라 지방정부 신뢰에 대한 실증분석이 부분적으로 이루어지고 있으나 국내의 경우 아직 지방정부 신뢰에 대한 실증연구는 드물다. 이에 본 연구는 한국갤럽의 시민인식도 조사자료를 이용하여 두 가지 논점을 중심으로 지방정부 신뢰함수를 탐색하고자 한다. 첫째, 지방정부 신뢰가 중앙정부 신뢰와 밀접한 관련성을 가지면서도 고유한 특성이 있는지 살펴보고자 한다. 둘째, 지방정부를 관료조직(시군구청)과 선출직(지방의회 및 지방자치단체장)으로 구분하여 이들 특성이 지방정부 신뢰에 어떻게 투영되는지 살펴보고자 한다. 또한 지방정부 성과를 효율성, 형평성, 적절성, 유능함, 청렴성 등으로 구체화하여 정부성과와 신뢰 사이의 관련성도 분석하고자 한다. 본 연구의 분석결과, 지방정부의 신뢰는 국가기관(행정부, 국회)의 신뢰와 밀접히 관련된 것으로 나타났다. 지방정부의 효율성 및 형평성에 대한 인식과 지방정부 신뢰 사이에는 연관성이 없었고 반면 청렴성 및 유능함에 대한 인식은 지방정부 신뢰와 유의미한 연관성을 가진 것으로 나타났다. 또한 선출직에 대한 신뢰는 주민선호를 반영하는 적절성에 대한 인식과 밀접한 연관성을 보여주었다. 한편 정책이해도가 높을수록 그리고 군지역의 경우 시군구청, 지방의회, 그리고 지방자치단체장에 대한 신뢰가 모두 높았다.Despite numerous studies on trust in government, there is still little research on trust in local government. The reason is that most studies have mainly focused on central government, rather than local governments. Using the annual citizen survey of the Knowledge Center for Public Administration and Policy conducted by Korean Gallup, we attempt to explore factors that influence trust in local government in terms of two points. First, we examine unique characteristics embedded in trust in local government that differ from those influencing trust in central government. Second, we group local government into three subcategories—local executive branch (Si-Gun-Goo), local assembly, and chief executives in local government (governor, mayor, district head)—and compare the levels of trust in the three local institutions. In addition, we explore the relationship between government performance and trust in terms of five performance criteria: efficiency, equity, relevance, competence, and integrity. The main findings are as follows: First, the level of trust in local government is mainly related to the level of trust in the central government. For instance, the level of trust in the local assembly is significantly related to that in the national assembly. Second, the perception of the competence and integrity of local government significantly influences the level of trust in local executive branches, the local assembly, and chief executives. In addition, the perception of the relevance of the local assembly and chief executives elected by direct vote has a significant effect on the level of trust in these institutions. However, regarding the perception of the efficiency of local government, this is not the case. Policy literacy, representing the degree of understanding of public affairs in local government, influences the level of trust in local executive branches, the local assembly, and chief executives in local government. Further research should focus on case studies to compare local governments with a low and a high level of citizen trust and should identify various contextual factors that influence the level of trust in local government by using multi-level analysis.
