전 세계적으로 항공부문의 온실가스 배출이 매년 증가하고 있는 가운데 국제민간항공기구(ICAO)의 온실가스 저감을 위한 이행계획 수립과 2012년 EU-ETS의 시행 등 온실가스 규제가 본격적으로 진행되고 있다. 또한 국내적으로도 항공사를 대상으로 자발적 협약의 체결과 목표관리제 시행 등 온실가스 감축을 위한 정책이 추진되고 있다. 이와 같은 온실가스 규제정책은 우리나라의 항공산업에 직·간접적인 영향을 미칠 것으로 예상되고 있으며, 온실가스 감축 이행과 국제항공 환경규제 정책에 선제적으로 대응하기 위해서는 미래의 항공부문 온실가스 배출량의 예측이 선행되어야 하며, 이를 바탕으로 국가 온실가스의 체계적인 관리가 추진되어야 한다.
항공부문 온실가스 예측에 대한 선행연구는 일부 수행되었으나, 그 방법이나 예측범위 측면에서 타당한 산정방법과 신뢰성 있는 데이터를 기초로 예측한 본 연구와는 차별성이 있다. 본 연구는 기후변화정부간위원회(IPCC, Intergovernmental Panel on Climate Change)의 2006년 가이드라인을 이용하여 항공사의 활동도데이터를 바탕으로 Tier 2 수준의 배출량을 산정하였으며, 더불어 항공부문 온실가스 배출량 추정을 위하여 회귀분석방법과 기종별 원단위 적용방법을 동시에 수행하여 결과를 비교해 봄으로써 예측치의 신뢰성과 정확성을 확보하였다.Green House Gas (GHG) emissions have been increasing rapidly every year, thus introduction of GHGs mitigation plan has been progressed actively. In the light of that, International Civil Aviation Organization (ICAO) has established implementation plan for GHGs emissions reduction and EU will put into practice EU-ETS from 2012. In Korea, GHGs mitigation policy is being pursued through GHGs target management and voluntary signing of agreement by airlines to reduce GHGs. The impacts of these GHGs policies are expected to the Korea’s aviation industry directly and indirectly.
In order to respond proactively to the international environmental policies and GHGs mitigation implementation actions, forecast of future GHGs emissions in the aviation sector should be preceded and then country’s systematic GHGs management should be in effect on the basis of this forecast.
GHGs emission in aviation sector is estimated in the previous studies, however the methodology and the scope of forecast of this study is different from previous researches as this paper is derived from the highly reliable data and rational estimation methodology. 2006 International Governmental Panel on Climate Change (IPCC) Guideline is utilized in the study and Tier 2 level emission is calculated based on statistics of airlines’ activities.
Moreover, accuracy and reliability of aviation GHGs emissions estimation is achieved through both regression analysis and basic unit approach by each aircraft type, and comparing those results.
