하원의장의 권한변화의 역사는 역사적환경과 인물을 중심으로 분류해 볼 때 “의회의 시대”, “정당중심시대”, “위원회중심시대”, “민주시대”로 포괄적으로 나누어 질 수 있다. 의회시대는 미국건립이후 그로우(Galusha Grow)하원의장까지 남북전쟁이전까지의 시기를 말하며 하원을 지배하는 개인이나 정당이 두드러지게 나타나지 않은 시기이다. 정당중심시대는 남북전쟁이후 대략 50년간의 시기이며 콜팩스(Schuyler Colfax)의장으로부터 캐논(Joseph G. Cannon)의장까지의 시기이다. 이 기간은 미국의 양당제도가 확립되고 상대적으로 미약한 대통령에 대비한 강력한 하원의장이 등장하여 의회를 지배하게 되는 시기이다. 위원회중심시대는 캐논(Joseph G. Cannon)의장의 독주에 반발하여 시작되었는 데 1920년대에서 1960년대까지를 지칭한다. 하원의장의 독주를 견제하며 다선의원(Seniority)이 위원회를 통해 의회를 지배하였고 절대강자가 없이 타협의 시대였다.
마지막으로 민주시대는 1970년대 이후 오늘날까지를 지칭하는 데 다선의원우선의 절대원칙이 깨지고 하원의장의 권한이 새로이 상대적으로 강화된 시기이다. 깅그리치의장이 등장하여 제2의 캐논시대를 부활시킨 시기를 포함한다.
하원의장의 권한강화의 원천인 규칙위원회는 하원의 통일된 의사진행절차규칙과 상설규칙을 제정하기 위하여 만들어졌지만 현재의 주요임무는 상설규칙 외의 입법에 관한 의사당토론을 진행하기 위한 특별규정을 제정하는 것이라는 것이다. 건국이후 2세기에 걸친 이러한 규칙위원회의 변천은 증가하는 의회의 정치성과 당면과제, 변화되고 있는 내부구성원의 관계들, 규율 있고 신속한 규범으로 의회의 절차를 조율하고자 하는 지도부를 지원하는 보다 완벽한 체계에 대한 요구들을 반영하는 것이라고 볼 수 있다.In the United States, Speaker of Representatives is the one of powerful leaders.
Between 1880 and 1910, the Rules Committee emerged as the Speaker’s committee and the legislative scheduling agent for the House. Its first chairman, in 1880, Speaker Samuel J. Randall (D-PA), used his authority to bolster the influence of the speakership, establishing that all future rules changes should be referred to the Rules Committee and that its reports could be brought to the floor any time. The power of the speakership and the Rules Committee continued to grow under Speaker Joseph G. Cannon, who held the position from 1903 to 1910. Speaker Cannon was a strong believer in party discipline and did not hesitate to use his power in appointing committee members and chairmen and in removing those who did not follow him. Speaker's powerful leadership was rebuilt during Gingrich's term. Gingrich, managed to unite a divisive Republican majority in order to pass favored legislation as Cannon did.
As an arm of the leadership, regardless of which party controls the House, the Rules Committee is at the center of both political and legislative battles, performing uncertain balancing acts between majority will and minority rights, leadership needs and membership demands, and a wide range of public policy options.
