이 글은 2011년 2월에 미국 정부가 의회에 제출한「주택금융개혁 보고서」에서 제시한 향후 미국의 주택금융개혁 기본 방향과 GSE의 개혁방침의 의미와 시사점을 살펴보고자 한다. 이를 위해 미국의 주택금융시스템에 대해 제기된 비판들의 논점을 크게 3가지로 구분하여 검토할 것이다. 이를 통해 최근 개혁의 방향이 어디를 향하는 것인지, 또한 이것이 금융규제개혁의 차원에 국한되지 않고 결국은 주택정책 패러다임의 신자유주의적 전환을 의미하는 것은 아닌지에 대해서 짚어보고자 했다. 미국주택금융시스템에 대한 비판은 좁게는 증권화에 의존한 주택금융시스템의 문제, 넓게는 증권화를 포함한 규제차익거래의 발전과 금융기관 간 상호연계성의 심화에도 불구하고 부적절한 규제로 인한 시스템 리스크의 심화과정에 주목하는 견해가 있다. 비판은 이러한 금융적 영역에 국한되지 않고 주택금융부문에서 GSE를 앞세운 과도한 정부개입에 대한 비판으로까지 확대되고 있다. 그러나 정부역할의 과도함에 대한비판의 근거들은 사실은 GSE에 대한 미시적 규제, 감독의 실패에 대한 비판에 맞추어져 있지 GSE의 당초 목적과 존재 그 자체에 대한 비판의 논거로는 부족하다. 그럼에도 불구하고「주택금융개혁 보고서」는 향후 주택금융개혁의 장기적 방향을 GSE의 점진적 해체를 필두로 한 정부역할의 후퇴와 주택금융시장의 민간화(privatization of the mortgage market)로 설정하고 있어, 규제되지 않은 서브프라임 모기지의 문제에서 비롯된 주택금융의 불안정성 문제가 결국은 주택금융시장에 대한 정부 개입의 후퇴, 나아가 주택정책에서 신자유주의적 패러다임의 강화로 귀착되고 있는 아이러니를 발견하게 된다.This paper reviews the origins of the sub-prime crisis and problems of America’s housing finance system, and finally the U.S. Administration’s plan to reform the housing finance market which submitted to Congress in Feb., 2011. The critics of U.S. housing finance system can be summarized into three perspectives. At a short-sighted view, the over-dependency of housing finance on securitization is basic problem. At a more broader perspective, the developments of regulatory arbitrage including securitization and the interconnections of financial institutions are the fundamental causes of the accumulation of system risk. The critic is expanded to the excessive role of government in housing finance market, but it is mainly focused on the failure of micro prudential oversight to GSE, not to the GSE itself and the goal of housing policy. Nevertheless, the housing finance reform plan clarified the transformation of the role of government in the housing market, including the winding down the role of the GSE, concludingly the structuring the predominantly private housing finance market. Ironically, the solution of recent crisis in housing finance market originated from non-regulated private sub-prime mortgage securitization is dramatically concluded with reducing the government’s role in housing finance market, and winding down the Government Sponsored Enterprise. It also tacitly involve the transformation of the U.S. housing policy to Neo-Liberalism paradigm.
