최근 녹색교통에 대한 관심이 높아지면서 보행환경에 대한 관심 또한 높아지고 있는 추세이다. 특히 지하철 역사 진·출입구 주변의 보행환경은 다양한 용도의 공간들에서부터 발생되는 보행자들의 통행이 여러 가지 목적과 방향으로 교차하는 중요한 공간이다. 그러나 역주변의 개발밀도나 용도에 따라 발생하는 보행량을 고려하지 않는 지하철 진·출입구 계획 및 기타 요인들에 의해 보행에 장애가 되는 곳이 많으며, 이는 보행권 제약요인으로 작용한다. 이에 본 연구에서는 사례지역의 지하철 진·출입구와 주변지역의 보행환경을 대상으로 조건부가치추정법(CVM)을 통해 진출입구 개선방안에 대한 편익을 추정하였다. 이때 지불방법으로 양분선택형 설문법과 개방형질문법을 사용하였으며, SPSS19와 LIMDEP5.0을 이용하여 각각 Logit 모형과 Tobit 모형을 통해 지불의사금액(WTP)을 도출하였다. 두 가지 모형 모두에서 제시가격, 나이, 지하철 이용 빈도, 교육수준이 통계적으로 유의하게 나타났으며, 제시가격이 높을수록, 나이가 많을수록, 지하철 이용 빈도가 높을수록, 교육수준이 높을수록 WTP이 높은 것으로 분석되었다. 각 모형의 WTP는 양분선택형 질문법에서 2,060원/월, 개방형 질문법에서 2,432원/월로 추정되었다. 이 중 비모수 접근법으로 추정한 1,816원의 근사치인 양분선택형에 의해 도출된 값을 최종 WTP로 선정하였다. 개인의 WTP를 토대로 연간 편익을 산정한 결과 서울시민의 인구수인 1,056만 명을 고려하여 약 2,610억 원으로 산정되었다. 본 연구는설문조사 설계의 편의(bias)와 표본의 산정에 대한 한계점에도 불구하고, 가치를 평가하기 어려운 공공재의 편익을 추정했다는 점에서 시사점을 갖는다. 또한 시민들에게 보행공간의 개선방안에 대해 설명함으로써 보행공간의 중요성을 알려줄 수 있는 계기가 되었다.As green transportation gains popularity, walking environment induces citizen's concern. Especially, walking environment around subway stations is poised to change with highest priority because there are plenty of pedestrian population bumping each other as with the different purposes and directions. Amid subway station area being designed without taking the development density or land use types into a serious account, the walking environment has been kept decreasing continuously. In this study, we choose a case study site and analyze the pedestrian environment, estimating benefits of the walkability improvement near subway stations through CVM.
Dichotomous choice question and Open-ended question are used for methods of payment. Additionally, the WTPs are derived with both logit and tobit model using SPSS and LIMDEP program. All models present that price,age, subway using frequency, education levels determines WTP with statistical significance. And we found out that as the price, age, subway using frequency, education levels get higher, the WTPs become higher. The WTP was estimated at 2,060₩/m in the Dichotomous choice question method and at 2,432₩/m in the Open-ended question method. We finally chose ₩2,060/m which is closer to the approximate value (1,816₩/m) estimated at non-parametric approach. For Seoul, the benefit was estimated about 261 billion won per year. Even though there are constraints in terms of the survey design and sampling size, it is significant in that we estimated public goods which are difficult to evaluate. In addition, by explaining citizens how we will improve pedestrian environment, it contributes to awaken public on the importance of walking environment.
